About this file
This is a Questions and Answers Log for Request for Proposal #140A1626R0002 for Mescalero OJS Requirements FI&R, a Design-Build solicitation issued by the Bureau of Indian Affairs Office of Justice Services. The document addresses 47 contractor inquiries received between January 19 and February 5, 2026, with responses provided between January 27 and February 10, 2026. Key administrative clarifications include confirmation that the proposal due date of February 16, 2026 (a federal holiday) will be extended to at least February 17, 2026; that the Volume II Technical Proposal has a 20-page limit excluding cover letters and glossaries per Section L, Para D.6 of Revised Provisions and Clauses; and that bid bonds are due at proposal submission while performance and payment bonds are due within 10 days of award. The Period of Performance begins with issuance of the Notice to Proceed.
Substantive technical requirements address detention center renovation work including CMU wall removal and patching, electrical and low-voltage conduit installation, telecommunications equipment (NCIC inmate communication equipment, telephones, and kiosks requiring Power over Ethernet), TV mounting capability, millwork installation in Processing Room 182 only, fingerprint equipment accommodation (OJS-owned equipment on cart measuring 24 inches wide by 65 inches high by 28 inches deep), and Intoxilyzer 9000 Breath Alcohol Tester installation requiring 120 VAC power. The RFP emphasizes detention-grade construction methods throughout, requiring contractor-proposed means and methods for exposed conduit mounting, wall caps, and ceiling repairs that prevent inmate removal or tampering. Logistics clarifications confirm no inmates will occupy the facility during construction, work hours are 8 AM to 5 PM Monday through Friday excluding federal holidays, contractors must provide temporary facilities for employees and subcontractors, and tool inventory is not required daily. As-built drawings must follow Controlled Unclassified Information guidelines.
