MEDIA BUYING SERVICES

1. INTRODUCTION

The NAVSEA Enterprise Recruiting Program, under NAVSEA 10, Total Force and Corporate Operations, requires twelve (12) months of advertising services with a focus on paid media to increase STEM talent pipelines and public awareness of the NAVSEA employer brand through the development, implementation, and measurement of a strategic communications plan using predominately digital campaigns. Strategy development and services shall include labor cost and the purchase of media.

2. BACKGROUND

NAVSEA has relied on traditional methods for talent acquisition and brand promotion including owned and earned media channels, which have proven increasingly insufficient in today's competitive landscape. Recognizing the transformative potential of paid media strategic marketing and branding initiatives, NAVSEA conducted a paid media campaign to support the 2024 Fall recruiting season and capitalize on these paid media tools to address recruitment challenges and elevate its market visibility. With the overall success of that pilot, this initiative looks to build upon that campaign to create a more lethal force by recruiting key talent and developing the Personnel & Readiness Strategy to enable NAVSEA's ability to attract, cultivate, retain, and dynamically manage a civilian workforce that supports the Navy Fleet and achieves national security objectives. The goal of this campaign is to strengthen the NAVSEA team and ensure the US Navy fleet remains the best in the world.

The current state of these requirements underscores NAVSEA Enterprise Recruiting's strategic shift toward continuing to modernize its outreach strategies to align with industry best practices of utilizing digital paid media. However, increased digital traffic has created an even more cluttered digital environment making it far more difficult to connect with the public at large to raise awareness. Thus, marketing must work harder to cut through and resonate both emotionally and rationally with audiences to initiate engagement. These shifts in the recruiting environment justify dedicated resourcing for marketing efforts to promote awareness, understanding, appreciation, and advocacy of NAVSEA civilian opportunities.

This initiative is part of a comprehensive program aimed at increasing NAVSEA's recruitment approaches, building STEM talent pipelines, and filling approved, high-priority vacancies across the Enterprise. This initiative is designed to position NAVSEA as a desirable employer while amplifying its core values and mission. The NAVSEA brand must capture the pride involved in working for a mission that supports the Navy warfighters, promotes meritocracy, and demonstrates high standards and readiness, as well as highlights the opportunity to deliver the most advanced and lethal ships, submarines, and systems that power the Navy and protect our nation's security. It focuses on establishing a positive brand reputation and nurturing relationships with potential candidates over time. The purpose of this initiative is to expand NAVSEA's outreach and digital marketing efforts to improve recruitment through specialized marketing campaigns targeted toward segments of mid-career, and skilled candidate populations in STEM.

The NAVSEA Enterprise Recruiting team already attends events, uses owned media, and communicates internally with hiring managers; thus, this campaign focuses on digital and advertising outreach in the paid media realm. Working closely with the NAVSEA10 Technical Point of Contact (TPOC), the Contractor shall design and execute marketing campaign that is centered around paid media to bolster NAVSEA Enterprise recruiting efforts.

3. SCOPE

The Contractor shall provide the personnel, management and materials necessary to provide the Government with the following:

(a) Comprehensive strategic marketing and communications plan that includes paid media on LinkedIn, YouTube, and candidate-facing recruiting sites (ex. Indeed) in accordance with CDRL A001, with the focus on enhancing mission awareness and supporting recruiting efforts in attracting early to mid-career, STEM candidates.

(b) Necessary labor to support the scope and requirements listed in this SOW to include a media buyer, with proven experience and record in media buying and marketing efforts with federal agencies (DoD preferred) and contractor shall provide such evidence and results of previous efforts in offers. This media buyer shall be responsible for the negotiation, purchase, and placement of advertisements in selected media channels that have been approved by the TPOC. This includes securing ad space/time, managing insertion orders, and ensuring placements meet specified criteria approved by the TPOC.

(c) Ongoing monitoring and optimization of ad placements, tracking performance (impressions, engagement rates, applicants, resume submissions, and conversion metrics) and adjusting as needed and approved by TPOC and in accordance with CDRL A002 to improve campaign outcomes.

(d) Monthly report and weekly updates on campaign performance, requiring metrics such as impressions, clicks, followers, resume submissions, and return on investment (ROI), in accordance with CDRL A003 to the TPOC. Additionally, these KPIs should be reflected and demonstrated in the final report in accordance with CDRL A004.

The contractor shall fulfill NAVSEA's requirements within the designated timeline but shall not make final decisions or certifications on behalf of the Government nor perform any inherently governmental functions. The Contractor and its employees shall not represent the Government nor appear to represent the Government in performance of these contract services.

The work shall be conducted at the contractor's location. Meetings and communication shall take place virtually via email, telephone, and/or video collaboration service such as Microsoft Teams.

The period of performance is 12 (twelve) months:

# Development (plan, design and execution strategy): within three (3) months after contract awarded.

Campaign(s) Setup: within four (4) months after contract awarded and after development approval from TPOC.# Execution/Implementation: Begin within four (4) months after contract awarded and after development approval from TPOC.# Reporting and Campaign Running/Optimization: Campaigns will run for approximately six (6) months and monthly reporting will happen at # the end of every month during the campaign duration.
