About this opportunity

The Defense Commissary Agency (DeCA) is seeking a contractor to provide meat and produce signage for commissaries across the United States and overseas locations. The signage products include slot channels, chalkart panels, mounting clips, photo-real inserts, storage carts, and related display components to support grand openings, resets, refrigeration upgrades, and partial replacements at commissary facilities. Contractors must demonstrate technical capability of the product, competitive pricing, and strong past performance in delivery timeliness, product quality, and business relations. The evaluation will weight technical capability and past performance equally against price considerations. Questions must be submitted to Melba Brown and Langston Hines by December 1, 2025, at 4:30 PM ET, with quotes due by January 31, 2026, at 4:00 PM ET. The government has issued Amendment 0001 extending the original December 18, 2025 deadline to allow additional response time from interested vendors.

This procurement is designated as a 100% Total Small Business Set-Aside under NAICS Code 339950 with a 500-employee size standard. The previous contract holder was Blance Industries Inc., which held the prior award valued at $526,330.00 across the base and option periods. The anticipated contract structure includes a firm-fixed-price base period running from March 1, 2026, to February 28, 2027, with four optional one-year extension periods extending through February 28, 2031, for a total contract duration not exceeding 66 months. Estimated quantities range from 7,000 to 9,000 units per contract period across all line items. Performance locations include CONUS, Alaska, Hawaii, Puerto Rico, and OCONUS locations in Europe, Japan, Guam, and Korea, with commissaries placing orders directly using Government Purchase Cards and a 30-day delivery expectation following order placement.
