About this opportunity
The 22d Contracting Squadron at McConnell Air Force Base, Kansas, is soliciting a firm-fixed-price contract for procurement, delivery, installation, and integration of a modernized Audio/Visual system for the Bleckley Lounge within the Dole Community Center, with proposals due August 24 at 10:00 AM. This is a 100% small business set-aside with no additional SDVOSB, HUBZone, WOSB, EDWOSB, or 8(a) set-aside.
Place of performance is McConnell AFB, Kansas (53476 Wichita Street). The NAICS code is 334310 (Audio and Video Equipment Manufacturing) with a 750-employee size standard. A mandatory site visit is scheduled for August 14 at 10:00 AM; RSVPs are due August 13. Questions close August 17, with answers posted August 18.
The base scope (CLIN 0001) requires video display capability improvements, AV source routing, centralized control integration with existing Government-retained equipment (amplification, loudspeakers, wireless microphones, projection screens), installation within approximately two months of order receipt, and delivery by September 30. An optional line item (CLIN 0002) provides integration of the adjacent Tavern AV system with bidirectional audio/video routing and unified control, including a secondary wall-mounted touch control panel in the Tavern behind the bar.
Contractor must retain and integrate existing Government equipment where practical and technically appropriate, ensure Trade Agreements Act compliance, provide minimum one-year warranty covering equipment, installation, programming, and labor, and comply with elimination of Class I Ozone Depleting Substances. TAA compliance for network connectivity is waived; equipment operates on commercial WiFi only.
Award uses Lowest Price Technically Acceptable (LPTA) methodology, ceasing evaluation once two technically acceptable quotes are identified. Evaluation Factor 1 is price (fairness and reasonableness for combined CLINs). Evaluation Factor 2 is technical acceptability (pass/fail), requiring demonstrated capability to meet or exceed all minimum performance objectives in the attached Statement of Objectives. FOB Destination; payment via Wide Area WorkFlow (WAWF). Contact scott.cragle@us.af.mil or jacob.sandy@us.af.mil.
