About this file
This file is a Post-Site Survey Question Answers document addressing clarifications and confirmations for the McConnell AFB Bleckley Lounge Audio/Visual system upgrade project. The government confirmed that TAA compliance is not required since the equipment will not be connected to the Air Force network and will operate on commercial WiFi only; however, any streaming services selected must be capable of signing Section 889 certifications for government payment authorization. The government prefers to maintain dual HDMI inputs in the same wall plate location within the lounge and declined wireless casting capabilities (AirPlay) for the lounge but approved Bluetooth receivers with password protection for the lounge speakers with overflow capability to the tavern, and a separate Bluetooth receiver for tavern speakers and patio use.
The government welcomed vendor recommendations regarding display options and approved consolidating DirecTV receivers in the tavern through the A/V system with centralized touch panel control behind the bar to manage channel selection, audio output, and display on/off functions across multiple televisions. Approval was granted for AppleTV or Roku streaming devices in both the lounge and tavern areas, and the government confirmed the tavern system must support both independent operation and integrated audio/video routing from the lounge while maintaining separate area controls. The government also confirmed the need for two wireless handheld microphones and two wireless lapel microphones in the lounge, declined video teleconferencing capabilities and outdoor patio television, and approved 1080p resolution where necessary rather than requiring all 4K components. Additionally, the government requested potential inclusion of outdoor patio speaker audio upgrades in the Statement of Objectives pending any contracting issues, with the option to remove this addition if necessary.

Post Site Survey Questions
1. Do you have any available floor plans of the rooms that you could provide?
a. Attached
2. Do you have a list of model numbers for existing equipment?
a. If no list exists, would it be possible to obtain the make / model numbers of the current projector and speakers in the lounge area? There may be a sticker on top of each that we couldn’t see during the site visit.
i. Yes! I will get that list together and sent by COB tomorrow!
3. In the lounge area, the current system supports (2) HDMI inputs that can be switched between, but they are both located on the same wall plate. Do you still need the ability to have 2 connections, and if so, do you want them both in that same spot or would you prefer them to be moved and separated to have one at the front of the room and one at the back of the room?
a. Both in the same area would be preferred.
4. Would you like the ability to have the option to wirelessly cast a laptop or mobile device to the projector and/or wall display such as through a dedicated AirPlay receiver?
a. Would you also like this option for the displays in the Tavern?
i. No thank you.
5. Bluetooth was discussed during the site visit, would you like this as an option to listen to music on the speakers in the lounge area (which could also be overflowed to the tavern if that option is chosen)?
a. We could also add a separate Bluetooth receiver in the Tavern that could be used solely for those speakers and Patio.
i. That would be great! We would just need to ensure it was password protected somehow so we could maintain control of staff management.
6. Is TAA a strict requirement for this project or can some non-TAA equipment be used being that this is a public / non secure room?
a. Some of your existing equipment is already not TAA compliant
b. If the speakers in the lounge need to be replaced, those types (pendant), don’t come in a TAA option.
c. If Smart TVs are wanted for streaming purposes, most of those options don’t come in TAA.
i. I verified with our NAF IT that it does not have to be TAA compliant because it’s not on the base network (commercial wifi only).
7. During the site visit, it was discussed that the vendor has the freedom to make assumptions / recommendations when it comes to changing up the display options in the lounge and tavern based on what would work best for the space(s). Is this still okay to do?
a. Recommendations are welcomed, but acceptance will be at the discretion of Squadron leadership.
8. Would you consider an option to consolidate the DirecTV receivers in the Tavern to make their usage more streamlined and possibly cheaper to use?
a. Absolutely!
9. Would you consider an option to route the DirecTV receivers in the Tavern through the A/V system? This will allow you to have full control over which channel is playing on certain groups of displays, control what sound is playing in the room and the volume of it, and you can control the on/off of all of the displays. Power, Channel, and Volume control could be added to a touch panel behind the bar for easy use so you wouldn’t have to keep track of individual remotes for each.
a. Currently you have a separate DirecTV receiver for each display and must manually choose which channel is playing on each. Plus, when all 6 are on different channels with different sound coming from each TV, it is loud and hard to hear.
b. Think of this solution as like a sports bar setup. The touch panel behind the bar has control over what channel is shown on any selection of TVs and what sound is chosen to be played throughout the room. This cuts back on the sound chaos that was mentioned that happens when all TVs are playing something different.
i. YES! We are open to any streamlining recommendations of the current set up as it is outdated and not cost effective.
10. During the site visit, it was discussed that you would like to have Smart TVs or some other method to watch streaming services outside of DirecTV. Would you consider an option to have an AppleTV or Roku style box in the Lounge so that you could use it for streaming services (YouTube, Netflix, Hulu, etc.) to be able to play those services on the Projector and Wall Display in there? Something like this could also be added to the Tavern in order to accomplish that goal for those TVs as well.
a. These types of boxes are not TAA compliant, so if the answer to Question 6 indicates that everything must meet TAA compliancy, this wouldn’t be able to be accomplished.
i. When confirming question 6, I asked about the streaming stick services, and it was confirmed those wouldn’t matter either since it is not on the AF network. THAT SAID, we would need to ensure the service selected was able to sign 889 certifications allowing us to pay them with government dollars.
11. In the Tavern you currently have an Internet Radio streaming box tied into the speaker system. Do you still need that, or would a Bluetooth receiver suffice?
a. Bluetooth receiver would suffice.
12. In the Tavern you also currently have AM / FM radio on those speakers. Do you still need the ability to listen to regular radio, or would a Bluetooth receiver suffice?
a. Bluetooth receiver would suffice.
13. Confirming that if you chose to exercise the Tavern option, that system must be able to handle receiving both audio and video signals from Lounge area?
a. Yes! As long as there is still the ability to separate and run each area independently.
b. This would mean a new speaker system (ideally ceiling speakers throughout) capable of playing the audio from the lounge, which could also be used for the music and cable TV local to the Tavern when it’s not joined together.
c. This would also mean a new video system (displays and signal distribution) capable of viewing whatever video source is chosen in the lounge for overflow.
14. Outdoor patio speakers were discussed for the Tavern. Where should the control for the volume of these live? Is it okay if that control was on the touch panel behind the bar, or does there need to be a volume knob outside or elsewhere?
a. Behind the bar is perfect!
15. (2) wireless handheld microphones and (2) wireless lapel microphones were discussed for the Lounge area. Just confirming that this is still desired?
a. Yes please!
16. Does the Lounge area need to support BYOD video teleconferencing such as through the use of an installed PTZ wall mounted camera for Teams or ZoomGov?
a. No need to support.
17. Does the Tavern need the ability to have its own HDMI input wall plate like what’s in the Lounge so that people can bring their own devices and plug into and use the displays such as during game nights for video game consoles?
a. No, as long as we would have the ability to hook any gaming devices into the TVs directly still.
b. If so, how many?
18. Does the Tavern patio need an outdoor TV, or at the very least, an HDMI feed for one for use during special events such as the super bowl party that was mentioned during the site visit?
a. No need.
19. Do all video components (distribution, displays, and projector) have to be 4K or can some items be 1080p where necessary?
20. 1080p is ok where necessary.
21. The SOO does not mention upgrading the audio and speakers for the outdoor patio attached to the Tavern, but this was discussed during the site visit. Can the SOO be revised to include this addition to the project as well as any other changes that were discussed?
a. As long as there is no issues for contracting. If it does present an issue, we can remove it from the option.
