McConnell AFB Statement of Objectives
(SOO)
For Dole Center Bleckley Lounge
Audio/Visual Upgrade 26 Jun 26
(1) Purpose:
The purpose of this project is to upgrade the audiovisual system in the Bleckley Lounge to provide a modern, reliable, and easy-to-operate AV solution for official events, meetings, trainings, briefings, community functions, and other approved activities held within the venue.
(2) Scope:
Under the Base objective, the scope of this project is to design, provide, install, configure, test, and commission a targeted AV system refresh for the Bleckley Lounge. The Base objective includes video display improvements, AV control improvements, audio signal processing improvements, signal extension, connectivity upgrades, required cabling, programming, and end-user training.
This requirement also includes one (1) Optional objective (Option 1) to integrate the refreshed Bleckley Lounge AV system with the adjacent Tavern AV system. The Government reserves the right to exercise Option 1 subject to the availability of funds and operational needs.
The contractor shall retain and integrate existing Government-owned equipment where practical and technically appropriate. Reused equipment may include existing amplification, loudspeakers, wireless microphone systems, projection screen, and other functional owner-furnished equipment.
Equipment not suitable for reuse shall be identified by the contractor and addressed in the proposed solution.
(3) Period and Place of Performance:
The project will be completed within 2 months after receipt of order, with the following estimated milestones:
• Site verification and system design: 14 days
• Equipment procurement and delivery: 30 days
• Installation and integration: 50 days
• Programming, testing, training, and commissioning: 60 days
The Base objective will take place at the Bleckley Lounge, located within The Dole Community Center, 53476 Wichita St, McConnell AFB, KS 67221. If Option 1 is exercised, authorized integration work will also take place in the adjacent Tavern.
(4) Background:
The existing Bleckley Lounge AV system is outdated and does not fully support current operational needs. Existing limitations include aging video display equipment, limited source connectivity, outdated control capability, aging audio processing, and a system configuration that is not sufficiently intuitive or reliable for routine end-user operation.
The current system creates avoidable setup challenges and may require unnecessary technical support for events that should be executable by trained facility staff. This project will address those issues through a targeted AV refresh that improves reliability, usability, display capability, signal routing, and long-term supportability while preserving functional existing equipment where appropriate.
(5) Performance Objectives:
The following results are required for the Base objective:
• Improved video display capability suitable for meetings, presentations, briefings, trainings, and event support
• Reliable AV source routing and signal distribution
• Simplified AV operation through a centralized, intuitive control interface
• Improved audio processing and source management
• Integration with reusable existing Government-owned equipment where feasible
• Reliable HDMI/source input capability for presenters and facility users
• Wall-mounted or otherwise fixed control interface for consistent operation
• Professional installation with clean cable management and properly secured equipment
• Complete system programming, testing, and commissioning
• User training for Government personnel responsible for operating the system
• Scalable infrastructure that supports future AV upgrades where practical
• Minimal disruption to ongoing facility operations during installation and testing
Optional Objective 1: Tavern System Integration If exercised, the contractor shall provide the necessary equipment, cabling, programming, and labor to seamlessly integrate the refreshed Bleckley Lounge AV system with the existing Tavern AV system. The objective is to enable multipurpose functionality between the two spaces.
• Shared Audio/Visual Routing: Route audio and video signals bidirectionally between the Bleckley Lounge and the Tavern, including the ability to display the same presentation and broadcast the same audio in both spaces simultaneously.
• Unified Control: Update the control interface(s) so end users can easily link or unlink the two rooms' AV systems without specialized technical support.
• System Compatibility: Ensure any hardware or programming introduced under Option 1 is fully compatible with existing retained equipment in both the Bleckley Lounge and the Tavern.
(6) Operating Constraints:
The following constraints apply:
• Existing infrastructure and architectural limitations
• Base objective work must be performed within the existing Bleckley Lounge facility footprint. If Option 1 is exercised, authorized work may also occur in the adjacent Tavern as required for integration.
