About this opportunity
The Department of the Air Force Air Education and Training Command seeks cleaning and sanitization of HVAC duct systems across 12 dormitory buildings at Maxwell AFB and Gunter Annex, Alabama, covering approximately 460,000 square feet, with quotations due July 10, 2026, at 12:00 PM CST. This is an unrestricted, open-market competitive acquisition using FAR Part 13 Simplified Acquisition Procedures; GSA and GWAC quotes are not acceptable. Award will be made to the lowest-priced offeror meeting minimum criteria on a firm fixed-price basis, with the government reserving the right to award some, all, or none of the 16 Contract Line Items based on funding availability per FAR 52.232-18.
Place of performance is Maxwell AFB/Gunter Annex, Alabama. The NAICS code is 561790 with a $9 million small business size standard. Phase 1 requires mechanical duct cleaning using HEPA-filtered vacuum collection with negative pressure containment to remove contamination from supply and return ducts, registers, grilles, diffusers, and air handling units across all 12 buildings, including active mold treatment. Phase 2 involves installing hydrogen peroxide vapor-based air sanitization systems (zero ozone, OSHA and EPA compliant) in four buildings (1430, 1431, 696, G1410). The contractor must possess NADCA, IICRC, or equivalent industry certifications for HVAC cleaning, sanitization, and mold remediation. Performance period is 150 calendar days, executing one building at a time to minimize occupancy disruption. Pre- and post-remediation verification must be performed by an independent qualified third-party Industrial Hygienist per IICRC S520 standards, with surface sampling required for all cleaned buildings and airborne spore analysis for Phase 2 buildings only within 72 hours of system activation. All contractor personnel must obtain base identification passes requiring REAL ID-compliant credentials at least 30 days prior to start.
Work occurs Monday through Friday, 7:00 AM to 5:00 PM, excluding Federal holidays, with 48-hour advance coordination required. Service Contract Labor Standards (not Davis-Bacon) apply, with updated wage determinations on SAM.gov. Contractor must submit detailed work plan within 15 days of Notice to Proceed and provide 12-month warranties on Phase 1 equipment and 24-month warranties on Phase 2 systems. Payment occurs only after full project completion; no progress payments permitted. A mandatory site visit is scheduled June 30, 2026, at 9:00 AM CDT at Maxwell AFB Visitor's Center; attendees must arrive 60 minutes early with Real ID and valid vehicle registration/insurance. Quotations must include detailed service specifications, realistic work schedules, manufacturer specifications demonstrating capability, completed representations and certifications via SAM, country of origin confirmation, discount terms, tax identification numbers, CAGE codes, and DUNS numbers. All offerors must be registered and active in SAM at quote submission and hold prices firm for 30 calendar days. Questions and answers were posted by July 9, 2026.
