About this file
This is a Consolidated Statement of Work (SOW) for a two-phase HVAC duct cleaning and sanitization project at Maxwell AFB/Gunter Annex, Alabama, covering approximately 460,000 square feet across 12 specified buildings. Phase 1 requires mechanical duct cleaning using HEPA-filtered vacuum collection to remove all contamination (dust, debris, microbial growth) from supply and return ducts, registers, grilles, diffusers, and air handling units, with negative pressure containment to prevent contaminant spread into occupied areas. Phase 2 involves installing an active, long-term continuous air and surface sanitization system in four buildings (1430, 1431, 696, and G1410) using commercially proven technology such as advanced oxidation, bipolar ionization, ultraviolet germicidal irradiation, or low-level dry hydrogen peroxide; the system must generate zero ozone and comply with OSHA and EPA requirements for safe continuous human occupancy. The contractor must possess recognized industry certifications including NADCA, IICRC, or equivalent standards for HVAC cleaning, sanitization, and mold remediation, and is responsible for treating any active mold identified during the project.
The contractor must submit a detailed work plan within 15 days of Notice to Proceed and complete all work within 150 calendar days of execution start. Pre- and post-remediation verification must be performed by an independent qualified third-party Industrial Hygienist, with post-cleaning surface sampling confirming no fungal amplification and post-installation airborne spore analysis demonstrating indoor fungal ecology comparable to outdoor baseline within 72 hours of system activation. Work shall occur Monday through Friday from 7:00 AM to 5:00 PM, excluding Federal holidays, with coordination required 48 hours prior to starting work in any area. The contractor must obtain all necessary permits, comply with Federal/State/local laws, maintain HAZMAT inventory approval, handle waste disposal, and provide 12-month warranties on Phase 1 equipment and 24-month warranties on Phase 2 systems. All contractor personnel must obtain base identification passes (requiring REAL ID-compliant credentials) 30 days prior to start, comply with base traffic laws, and report security threats; firearms and illegal weapons are strictly prohibited on base.

2. TECHNICAL SPECIFICATIONS & EXECUTION
2.1. Phase 1: Duct Cleaning
· Method: Cleaning shall focus on the physical removal of all contamination (dust, debris, microbial growth) from the entire air conveyance system. This includes supply and return ducts, registers, grilles, diffusers, and air handling units. The method shall use mechanical agitation and HEPA-filtered vacuum collection.
· Containment: The Contractor shall prevent the spread of contaminants into occupied areas by using negative pressure collection equipment, controlled debris removal, and appropriate containment measures.
· Protection: All sensitive HVAC components (sensors, instrumentation, etc.) located within the duct system shall be protected from damage during cleaning operations.
2.2. Phase 2: Air Sanitization System Installation
· Technology: The Contractor shall install an active, long-term continuous air and surface sanitization system. The system must provide continuous infection control by effectively neutralizing mold, bacteria, and viruses in the air and on surfaces. The Contractor may propose any commercially proven sanitization technology (e.g., advanced oxidation, bipolar ionization, ultraviolet germicidal irradiation, low-level dry hydrogen peroxide, or equivalent active air treatment) provided it meets the performance and safety requirements.
· Safety & Performance:
· The system must generate zero (0) ozone.
· The system must comply with all OSHA and EPA requirements for safe, continuous human occupancy.
· The Contractor will provide with their proposal all equipment specifications and safety data that will be supplied to the Government.
2.3. Testing & Verification
The Contractor shall have pre- and post-remediation verification performed by an independent, qualified third-party (e.g., an Industrial Hygienist) to prevent conflicts of interest. The Contractor shall provide written reports for each building confirming the following performance standards have been met:
1. Post-Cleaning (Phase 1): Surface sampling analysis (e.g., via swab or tape-lift) shall indicate that surfaces have been physically cleaned to a level where fungal amplification is not occurring (Condition 1, per IICRC S520 or equivalent standard).
2. Post-Installation (Phase 2): Within 72 hours of system activation, airborne spore trap analysis shall demonstrate that the indoor fungal ecology is comparable to or more favorable than outdoor baseline samples taken at the same time. The concentration and types of mold spores indoors should not indicate an active indoor source of contamination.
