About this file

This is a Questions and Answers (Q&A) document for Maxwell AFB's Dorm HVAC Duct Cleaning & Sanitization solicitation (FA330026P0088). The Q&A clarifies the scope, labor standards, verification requirements, and technical specifications for a two-phase project covering approximately 460,000 square feet across multiple buildings at Maxwell AFB/Gunter Annex, Alabama.

Phase 1 involves duct cleaning of all specified buildings, including supply and return ducts, registers, grilles, diffusers, air handling units, unit ventilators, and fan coil units. The contractor must remove dry/loose debris and treat any identified active mold as part of the firm-fixed-price contract; mold treatment is not separately compensated. Phase 2 consists of air sanitization system installation and post-installation verification sampling in four buildings (1430, 1431, 696, and G1410) using hydrogen peroxide vapor technology meeting zero-ozone requirements. Post-cleaning surface verification sampling applies to all cleaned buildings, while airborne spore trap analysis occurs only in the four buildings receiving sanitization systems. The contract is governed by Service Contract Labor Standards (not Davis-Bacon Act), with wage determinations updated on SAM.gov. Work must be performed one facility at a time to avoid limiting dorm occupancy, and Phase 2 installation must occur immediately after Phase 1 cleaning and surface sampling completion for each facility. The performance period is 150 days, with no contract extension available. Award was expected by July 10, 2025, at 12:00 PM, and Q&A posting was scheduled for July 26, 2025. This is an unrestricted, open-market acquisition with no set-aside requirements and no incumbent contractor. Progress payments are not permitted; payment occurs only after full project completion. Base access processing for contractor personnel depends on 42d Security Forces Squadron and individual background checks and cannot begin prior to award.

Maxwell Dorm Duct Cleaning Q&A

1. Wage determination. Attachment 3 appears to be a Davis-Bacon Act wage determination, while the solicitation assigns services NAICS 561790 and incorporates the Service Contract Labor Standards clauses at FAR 52.222-41, 52.222-42, and 52.222-44. Please confirm which labor standard governs this requirement, provide the applicable wage determination the Government intends to apply, and confirm whether separate determinations apply to the Phase 1 cleaning (service) work and the Phase 2 installation work. A. SAM.gov has been updated with the Service wage determination

2. Mold treatment scope. SOW paragraph 1.1 makes the Contractor responsible for treating active mold if identified, but sets no quantity, location, or not-to-exceed limit. Will the Government establish a separate CLIN or unit price for mold treatment, or define a not-to-exceed quantity, so that offerors can price this scope consistently? A. Per SOW Section 1.1, "If active mold is identified at any point, the Contractor is responsible for its treatment." The SOW does not mention a separate CLIN, unit price, or a not-to-exceed quantity for this work.

3. Sanitization installation basis and Building 1410 Gunter scope.

(a) For the ducted sanitization buildings 1430, 1431, and 696 (CLINs 0013, 0014, and 0015), please confirm whether one active in-duct air treatment device installed at the air handler supply per building satisfies the requirement, or whether a different installation basis is required. For example, the previous SOW specifically asked for .02 PPM of encapsulated hydroxyl groups. A. Section 2.2 defines the technology requirements (hydrogen peroxide vapor, zero ozone, etc.) that the proposed system must meet for the entire space.

(b) Building 1410 Gunter (CLINs 0012 and 0016) is served by approximately 90 chilled-water fan coil units, one per room, plus a separate ducted supply-air system. For cleaning under CLIN 0012, does the required scope include the individual fan coil units and their coils and drain pans, the central supply-air ductwork only, or both? For sanitization under CLIN 0016, is the active air treatment system required at each fan coil unit, in the central supply-air duct only, or both, and on what device basis? The fan coil units recirculate room air locally and are not treated by a device placed in the central supply-air duct, so the answer materially affects technical approach and price. A. the entire air conveyance system. This includes supply and return ducts, registers, grilles, diffusers, and air handling units

(c) Building 1410 Gunter currently has active air purification units installed and operating in the central supply-air duct. Please confirm whether CLIN 0016 requires installation of a new active air treatment system in this building, and if so, whether the existing equipment is to be removed, replaced, or supplemented, and whether the new system is required in the central supply-air duct only or also at the fan coil units, consistent with question 3(b). A. SOW Section 1.1 states that buildings 1430, 1431, and G1410 have "existing sanitizing equipment that will require upgrade or change out

4. Post-remediation verification scope and sampling.

(a) How many verification samples are required per building under SOW paragraph 2.3? A.

(b) For the buildings receiving cleaning only and no Phase 2 installation, is only the Phase 1 post-cleaning surface verification required, with the Phase 2 airborne verification limited to the four buildings receiving sanitization (CLINs 0013 through 0016)? A. Yes, the SOW links the "airborne spore trap analysis" to the "Post-Installation (Phase 2)" verification (Section 2.3), which applies only to the four buildings receiving the sanitization systems. The surface sampling is linked to "Post-Cleaning (Phase 1)" and applies to all cleaned buildings.

5. Verification standard. SOW paragraph 2.3 sets a post-installation airborne acceptance standard comparing indoor samples to an outdoor baseline. A. reference IICRC S520 requirements.

(a) Microbial growth was observed outside the air conveyance system during the site visit. Such sources can cause an airborne verification to fail yet remediating them is outside the defined cleaning and installation scope. Please confirm this is outside the scope of this requirement, or that it is separately compensable under a defined CLIN or unit price. A. The SOW defines the scope of work as the HVAC systems and their components (Section 1.1, 2.1). It does not mention remediating microbial growth on surfaces outside of the air conveyance system.

(b) When HVAC systems are returned to service after cleaning, they re-entrain airborne particulate from the occupied indoor environment, which is frequently not at Condition 1. Please clarify how the post-cleaning verification is expected to be maintained under that condition. A. the air quality tests should verify the samples.

(c) The permitted active air treatment technologies reduce microbial viability rather than physically removing airborne particles, and are generally not labeled for airborne microbial-reduction efficacy, while spore-trap analysis counts total spores without distinguishing viable from non-viable. Please clarify the acceptance metric and verification method for Phase 2 so the metric matches the function of the installed technology, for example a culturable sampling method or a defined equipment-performance test. A. the printouts from the samples will be the verification method.
