The Defense Logistics Agency (DLA) Energy seeks a contractor to furnish, manage, maintain, and operate Government Owned, Contractor-Operated (GOCO) facilities and equipment for Alongside Aircraft Refueling Services at Marine Corps Air Station Camp Pendleton, California, on a 24-hour, 7-days-per-week basis, with proposals due August 4, 2026. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses. The contractor must operate two 165,000-gallon aboveground JP-5 tanks serving an eight-lane direct refueling system and provide jet fuel (JP-5) and ground fuel (JP-8/F-24) services to tenant and transient aircraft. Dispatch center coverage is required Monday–Friday 0600–1700 hours, extending Tuesday–Thursday to 0600–0000 hours. The contractor furnishes mobile refuelers, ground vehicles, spill remediation kits, hoses, safety equipment, and a prefabricated building for office, ready room, restrooms, maintenance workspace, and storage. Key personnel—Corporate Executive Officer, Site Manager, Assistant Site Manager, and Dispatcher—are mandatory positions. The Site Manager must have three years of petroleum storage and distribution operations experience and complete DLA Energy Policy P-32 training. Service personnel must hold commercial driver's licenses and fuel-servicing certifications. The contractor must submit 12 detailed plans 60 days prior to contract start, including safety, environmental protection, quality surveillance, and security plans, and maintain compliance with Federal, State, and local environmental regulations, NFPA and API standards, and DoD petroleum management directives.

The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed-price instrument with a base period of 48 months (September 30, 2026–September 29, 2030) and an option period of 60 months (September 30, 2030–September 29, 2035), priced monthly. The contract carries a Defense Priorities and Allocations System (DPAS) 1C rating. Offerors must provide five past performance references, preferably from prior DLA Energy contracts, and obtain written consent from subcontractors and teaming partners for past performance disclosure. A Collective Bargaining Agreement (CBA 2024-145, effective May 1, 2024–March 31, 2027) covers Dispatcher and Driver/System Operator positions, with wage rates of $35.22 per hour (effective May 1, 2026), health and welfare at $6.50 per hour, and Machinists Retirement contributions at $1.50 per hour. The contractor must maintain comprehensive quality assurance, including full specification testing on each batch tank, API-standard sampling procedures, semi-annual meter calibration, and annual property inventory reporting.
