Incorporating Questions and Answers in response to MCAS Camp Pendleton SPE603-26-R-0521
RFP:
1. Reference PWS C-1.7.4, Assistant Site Manager (ASM). The reference states the ASM may perform collateral duty (except Dispatcher/Computer Operator and Fuel Distribution
System Mechanic).
a. Since the ASM may perform collateral duty as a Driver System Operator, please clarify if a Lead DSO is acceptable for fulfilling the role of ASM or provide confirmation that the ASM is not a collateral duty position and must be filled by a non-union employee.
b. Since this contract does not have an accounting function and therefore segregation of duties does not apply, will DLA Energy allow the ASM to have collateral duty as an DCO.
DLA Energy Response: Per the PWS, the DCO shall not be a collateral duty.
2. Reference PWS C-3.1, at least one 5,000-gallon truck must be dedicated for JP-8/F-24 defuels. Please confirm the Contractor must provide one truck solely dedicated for defueling JP-8/F-24 in addition to the number of trucks required for the JP-5 refueling/defueling fleet.
DLA Energy Response: Contractor must be capable of defueling JP-8/F-24 without contaminating JP-5 tanks.
Note: MCAS Camp Pendleton can accommodate up to 5 refueling trucks.
3. Please provide the distance from the refueling truck parking area to each of the aircraft servicing locations, including if the refueling vehicles must transient off the airfield at any point.
DLA Energy Response: Refueling operations will take place on the airfield only, servicing between ¼ mile to 2 miles away from truck parking location.
4. Reference Appendix A, Hours of Operation. The table does not provide any data for
Saturdays, Sundays and Holidays.
a. Please provide historical workload for weekends/holidays to include support for large frame aircraft, i.e., C-17 support.

DLA Energy Response: The data for the C-17 is part of headquarters data.
b. During the pre-proposal conference site walk, the COR stated that there were several weekend USMC Reserve and training exercises on weekends that requires fuel support. Please provide historical workload data for these weekends and frequencies.
DLA Energy Response: Station is not required to keep data of frequency and number of exercises supported on weekends.
5. Please provide additional workload information in the PWS to include
a. Frequency and number of military exercises supported
b. Frequency and number of transient aircraft supported
DLA Energy Response: Below is FY 24 and FY 25 broken down in quarters to show the amount issued to each unit along with transient A/C.
c. Frequency of large frame aircraft that transient the installation and the number of trucks requested simultaneously to support normal aircraft fuel loads, for example
2-trucks for one large frame aircraft, 3-trucks for one large frame aircraft etc.
(since no hydrant system available).
d. Please state average fuel load for large frame aircraft, i.e. C-17, so Contractor can accurately determine the capacity for refueling vehicles required for this solicitation.
DLA Energy Response: For FY24 and FY25 the total amount of instances that an A/C was issued more than 5,000 gallons was 1 time. (Also see FY24 and FY 25 Charts below)

6. During the pre-proposal conference site walk, it was stated that a Fuel Purchase
Agreement (FPA) could be obtained to receive fuel from military service station. Please confirm if there is a retail service station available for refueling vehicles or does the
Contractor need to provide a mobile fuel tank to provide engine fuel for refueling
Attachment I vehicles.
DLA Energy Response: Yes, there is a retail service station available for refueling vehicles where
Bio Diesel is available. Though, Red Dye Diesel is not sold on base.
7. Since there is no workload data provided in the current PWS, request historical data for cold refueling for the past 2 years for the Mon & Fri, Tue-Thur, and Weekend/Holiday duty schedules.
DLA Energy Response: This should be judged off of throughput. Also, please see Table in the answer to question #11.
8. During the pre-proposal conference site walk, it was noted there was a C-12 aircraft that regularly requires fuel support during established hours of the PWS and on weekend/holidays. This aircraft is not listed in Table 1 of the PWS and no historical data, please provide.
DLA Energy Response: The C-12 aircraft is part of VMM-164, Headquarters.
9. The current PWS does not state any priority classification or response time parameters, please confirm if there are any such classifications or requirements.
DLA Energy Response: As stated in Airfield Operations Manual: Requests will be fulfilled and supported IN THE ORDER that they are received. Priority refuels and defuels shall be coordinated through the dispatch center. DLA Energy does not set the airfield priority for military installations.
10. When after-hours support has been requested and scheduled, has there been any incidents where the incumbent Contractor was called in and it was later determined that fuel support was not needed?
DLA Energy Response: The Government will not answer questions concerning the incumbent’s performance.
11. The PWS does not contain any fueling data for companies to provide a cost-effective bid option to the government. Will the government provide 3-5 years’ worth of averages for throughput, gallons issued, and aircraft serviced (refueled/defueled) to ensure bidders have the information needed to provide an estimate for workforce and equipment required to fill contractor responsibilities in the PWS?

The historical refueling and refueling transaction counts for the last 3-5 years.
DLA Energy Response: The Government will not provide responses to these questions.
12. Will the government please specify the Hours of operation for Ground Fuel Ops in Table 1
Hours of Operation? Currently, shows TBD.
DLA Energy Response: Aviation and ground fuel operations will be requested as required.
13. The solicitation has conflicting NAICS codes on page 1 (484200) and page 105 (493190);
Will the Government please clarify which NAICS code is applicable?
DLA Energy Response: The correct NAICS code is 484200. Any/all mentions of NAICS code
493190 is incorrect and is hereby removed from the contract and replaced with 484200..
14. Please confirm whether this solicitation is intended to be subject to the Service Contract
Labor Standards statute and the incumbent CBA included as Attachment II. If so, please amend the solicitation to include the applicable FAR labor clauses, including FAR 52.212-5, 52.222-41, 52.222-42, 52.222-43, 52.222-50, 52.222-55, and 52.222-62, or explain why each is not applicable.

DLA Energy Response: All, but one of these clauses, are applicable to the contract. These clauses, along with others, are incorporated into the solicitation via this amendment (see attachment II). The only clause that is not applicable is FAR 52.252-5 because it was removed and not included in the FAR Overhaul.
15. Will the government furnish the required equipment to perform Type C level testing in accordance with Mil Std 3004 and 00-80T-109? If the government does provide this equipment, is it the responsibility of the government or contractor to fund calibration and shipment for calibration?
Attachment I
DLA Energy Response: The government is responsible for all testing and calibrations for this requirement. The contractor is only responsible for drawing the sample(s).
16. Will the Government please clarify when and how it intends to validate each offeror's
CMMC Status prior to award.
DLA Energy Response: Prior to award the Government will validate the CMMC status within the Supplier Performance Risk System (SPRS) that is found in Procurement Integrated
Enterprise Environment (PIEE).
17. Paragraph C-3.3.1 states that the contractor is required to provide a prefabricated size to the need for office space, a driver's ready room, rest rooms, maintenance workspace and storage space not otherwise provided by the government. Can the government clarify the expectation of useable Square footage per employee? Additionally, is the prefabricated building expected to be in place and erected 5-days prior to contract start for inspection by the government?
DLA Energy Response: The Government will not respond regarding usable square footage.
The prefabricated building will be handled/in place during the Contract Turnover phase.
Are site drawings available showing utility tie-in locations?
What permits are required for installation?
Are there force protection, or UFC requirements applicable to the building?
DLA Energy Response: These items/information will be available upon award.
18. Are there local airfield instructions that require the warning light to have a toggle switch to turn off the warning light while refueling certain aircraft?
DLA Energy Response: This information can be found in the NAVAIR 00-80T-109.
19. The PWS states that hose storage in the form of troughs, platforms, or hose reels must be provided for all hoses. Hoses must not be hung or draped over intermittent points attached to or protruding from the tank or frame. NAVAIR 00-80T-109, dated 17 July 2024, paragraph 11.2.6 states that each mobile refueler procured must be equipped with a 60' hose reel assemblies. Can the government clarify which type of hose storage is required based on the conflict between the
PWS and 00-80T-109?
DLA Energy Response: Government clarifies that required hose storage is as follows:
Hoses must not be hung or draped over intermittent points attached to or protruding from the tank or frame.
When there is a conflict between references the most stringent will apply.
20. Can the government confirm that there is no landscaping requirements around the prefabricated building or refueler parking area?
DLA Energy Response: The Government confirms there is no landscaping requirements under this contract. But the contractor is responsible for the cleanliness of their area.
21. Appendix A states workload changes, weekend operations and extended hours must be supported without additional reimbursement.
Is there a threshold at which increased workload would qualify as a contract modification?
DLA Energy Response: What is stated in Appendix A is correct and therefore there is no threshold that would qualify as a contract modification. Though any prolonged changes would be reviewed on a case-by-case basis.
What constitutes "earliest possible opportunity" for government notification of schedule changes?
DLA Energy Response: “Earliest possible opportunity” means when or if the schedule is made available.
How frequently have operations extended beyond 1700 Monday/Friday or midnight Tuesday-
Thursday?
DLA Energy Response: The Government does not track this information.
22. Will the government provide a GSE assets that require support?
DLA Energy Response: The Government will provide radios and tablets with chargers.
23. Will the government provide historical data showing average gallons a month issued to support GSE requirements?
DLA Energy Response: See Table in the answer to question #11.
24. Will the government provide a listing of delivery location involved for GSE support?
DLA Energy Response: All support is located on the airfield.

8/F-24. This refuel/defuel truck must be used to defuel on specification JP-8/F-24 from aircraft and immediately reissued. Can the government provide a 3-year average on how many iterations of JP-8 defuels are conducted each year and the average annual amounts?
DLA Energy Response: The Government does not track this data and therefore cannot provide this information.
26. Paragraph C-3.1 states at least one 5,000-gallon refueler/defueler will be dedicated for JP-
8/F-24. This refuel/defuel truck must be used to defuel JP-8/F-24 specifications from aircraft and immediately reissued. 00-80T-109 , para 12.11.3 states All USN and USMC aircraft are authorized to use JP-8, F-24, commercial JET A and JET A-1, as well as JP-5 fuel. Fuel removed from a USN or USMC aircraft will contain mixtures of these fuels and the specific grade of fuel will be impossible to determine without extensive specification testing. USA and USAF aircraft may also contain such mixtures. Therefore, fuel in any properly operating DOD aircraft with turbine engines, which is not suspected of being contaminated, can be defueled into a designated refueling vehicle and then used to refuel any aircraft with the user's knowledge and permission.
First preference shall be given to using the fuel to load an aircraft in the same squadron as that from which the fuel originated. Second choice shall be to issue the fuel to aircraft having engine fuel controls that automatically compensate for fuel density changes. Can the government provide guidance on which has precedence between the PWS and 00-80T-109.
DLA Energy Response: Contractor must be able to segregate fuel from a defuel procedure that does not meet JP-5 specifications. Therefore, a separate defuel dedicated to JP-8/F-24 is required.
27. Please provide historical workload data for the prior 24 months, including gallons issued, fueling runs/transactions, aircraft defuel events, ground fuel events, weekend support, after-hours support, night operations, emergency calls, surge events, and other workload indicators used to estimate performance under this requirement.
28. Please provide workload data by month, if available. If monthly data is not available, please identify any known seasonal peaks, recurring surge periods, recurring weekend/night workload patterns, or other workload fluctuations that offerors should consider in staffing and pricing.
29. Please provide any available breakdown of workload by home-station aircraft versus transient aircraft. If workload cannot be broken out by airframe, please provide any available representative aircraft mix or relative activity levels for CH-53, MV-22, H-1, C-130, jet, and transient aircraft activity.
DLA Energy Response: Home aircraft MV-22, AH-1, UH-1, and C-12. Transit aircraft include but not limited to CH-53, C-130, and UH-60.
30. Please provide historical data for weekend, night, special event, surge, and non-standard operating tempo support, including the number of events, number of weekends worked, hours supported, fueling events, and gallons issued.
DLA Energy Response: All dates are scheduled through Operations department with no historical data on events.
31. Please confirm whether the contractor must provide a dedicated 5,000-gallon JP-8/F-24 refueler/defueler at contract start. During the site visit, the current operation appeared to use five total refuelers consisting of two 8,800-gallon trucks and three 7,000-gallon trucks, with no dedicated JP-8/F-24 truck. If a dedicated JP-8/F-24 truck is required, please clarify whether that truck is in addition to the current JP-5 fleet posture.
DLA Energy Response: As stated in the PWS, at least (1) 5,000-gallon refueler/defueler will be dedicated for JP-8/F-24.
32. Please clarify the required process for JP-8/F-24 defuel events, including testing, segregation, reissue, disposal, acceptance by the aircraft organization, and when the affected truck may be released back to normal service.
DLA Energy Response: The defuel requirements apply, per the NAVAIR 00-80T-109 and STD-
3004.
33. Please confirm whether contractor personnel are required to perform any hot refueling or hot-pit duties under this contract. The PWS states that DSOs may be required to perform hot refueling pit operator duties, while the site visit discussion indicated contractor trucks do not perform hot refueling at this location. If hot-pit support is required only when specifically directed by DLA Energy/COR, please identify the circumstances, duties, staffing expectations, and whether those duties are included in the fixed monthly price.
DLA Energy Response: Per PWS C-1.8.3 states,” Unless specifically directed (by DLA
Energy/COR), the Contractor must not be responsible for manning the fire watch, nozzle operator, or refueling director/coordinator positions.”
34. The PWS references a ground fuel workload window and states that the two-hour window allows aircraft refueling to remain the higher priority. During the site visit, the Government indicated that ground fuel support is no longer limited to a fixed two-hour window and is now customer-requested.
Please revise the PWS to reflect the current operating requirement for ground fuel support, including whether ground fuel is performed on a request-driven basis, the applicable response expectation, priority relative to aircraft refueling, and whether ground fuel requests outside the prior scheduled window are included in the fixed monthly service requirement.
DLA Energy Response: The PWS will not be revised at this time. It may be modified after the solicitation has been awarded. There is no longer a two-hour window pertaining to ground fuels.
35. Please confirm fill stand operating hours and whether after-hours truck filling is required or available during emergency, weekend, night, or surge operations.
DLA Energy Response: Fill stand is available during working hours.
36. Please confirm whether the Government-furnished dispatch room currently used for the operation will be available to the successor contractor. If available, please identify any access limitations, transition procedures, furniture, communications equipment, records, or other
Government-furnished items included with that space.
DLA Energy Response: Dispatch room, chair, desk, filing cabinet, and radio chargers will be available to successful contractor.
37. Please identify all Government-furnished communications equipment available for contractor use, including handheld radios, base station equipment, microphones, chargers, quantities, maintenance responsibility, replacement responsibility, and issue process.
DLA Energy Response: The Government will provide radios and tablets with chargers.
38. Please clarify contractor quality surveillance duties versus Marine Corps quality testing duties, including sample collection, sample transport, laboratory analysis, documentation, test result retention, and responsibility for resolving non-conforming results.
DLA Energy Response: The government is responsible for all testing and calibrations for this requirement. The contractor is only responsible for drawing the sample(s).
39. Please identify all Government-provided or base-specific training required before contractor personnel may perform flight-line fueling duties, including flight-line driving, radio procedures, base familiarization, safety, security, CAC/DBIDS/base access, and any locally required certifications.
DLA Energy Response: All required training is stated in PWS C-1.3.11 Training Plan, C-1.8.1
License, Special License, Skills, and other Certifications, C-1.8.3 DSO/System Operator, and C-
2.7 Training.
40. Please confirm whether all contractor-furnished refueler trucks must remain within the required serviceable lifespan, including any 20-year age limitation, for the entire duration of the base and option periods. If so, please clarify whether truck age is measured from date of manufacture, date placed in service, or another standard, and whether any waiver, inspection-based extension, or replacement plan will be permitted for trucks that may exceed the age limitation during contract performance.
DLA Energy Response: Vehicles must remain serviceable throughout the contract term. If a 20-year limit is in place, that date will be counted from date of manufacture.
41. Please confirm whether any contractor-furnished refuelers, defuelers, support vehicles, or other contractor equipment must be licensed, registered, insured, or otherwise configured for public-road or over-the-road operation. If public-road operation is required, please identify the expected routes, frequency, and applicable inspection, licensing, permitting, and insurance requirements.
DLA Energy Response: Per PWS Off Station Operations: The Contractor is not required to perform ground fuel deliveries to off flight line locations or GSE. C-1.8.1 License, Special
License, Skills, and other Certifications: All drivers must be licensed in accordance with the vehicle operating laws, regulations, and code for the state in which they will operate equipment and must be/remain in compliance with all such requirements for the duration of their employment under this contract.
42. Please identify the required timing for delivery, staging, inspection, and acceptance of contractor-furnished refuelers, support vehicles, communications equipment, and contractor-furnished facilities before the start of performance. Please also clarify whether contractor-furnished equipment may be conditionally accepted, leased, or substituted at start of performance if it meets all PWS requirements.

SUPPLEMENT: RESPONSIBILITY FOR GOVERNEMENT-OWNED PETROLEUM
PRODUCTS
(a) Regarding, title to any Government-owned petroleum products in the possession of or under the custody of the Contractor by reason of this contract, the Government shall at all times have access to the premises wherein any such property is located. When product is received on an f.o.b. destination basis, the Product Supplier or his representative may witness all quantity and quality functions during the receipt of the product into Government-owned Contractor-operated/Contractor-owned Contractor-operated tanks.
(b) The Contractor shall protect and preserve such property in a manner consistent with sound industrial practice.
(c) At the end of the contract period the Government may abandon any Government-owned petroleum products in place, at which time all obligations of the Government regarding such abandoned petroleum products shall cease. The contract price shall be reduced to reflect the fair market value of any abandoned petroleum products. If an agreement as to compensation for abandoned petroleum products cannot be reached in a timely manner, the Contracting Officer will make a formal determination.
(d) The Contractor shall not be liable for loss of or damage to such property while in the possession of or under the custody of the Contractor by reason of this contract, or for expenses incidental to such loss or damage, except that the Contractor shall be liable for any such loss or damage (including expenses incidental thereto)--
(1) Which results from negligence, or bad faith, or willful misconduct of the
Contractor, its employees, or agents; or
(2) Which results from a risk that is in fact covered by insurance or for which the
Contractor is otherwise reimbursed, but the Contractor in such case shall be responsible only to the extent of such insurance or reimbursement.
(e) In the event the Contractor is reimbursed or compensated for any loss or damage to such property, the contractor shall reimburse the Government. The Contractor shall do nothing to prejudice the Government's rights to recover against third parties for any such loss or damage and, upon the request of the Contracting Officer, shall, at the Government's expense, furnish to the Government all reasonable assistance and cooperation (including the prosecution of suit and the execution of instruments of assignment in favor of the Government) in obtaining recovery.

Documents and procedures are subject to change on a recurring basis, and notifications of changes or newly published documents are announced during logon to the DLA Energy
Accountable Property System of Record (APSR). Unless the Government has specifically stated that the Government will provide the hardware (usually at Government-owned facilities), the
Contractor shall provide requisite hardware (specifications will be provided by the Government) capable of processing all applicable inventory and accounting transactions on a daily (on normal business days excluding weekend and holidays) through DLA Energy-provided applications or software. The current processing methodologies include both APSR input and upload to the
Enterprise Business System (EBS). Applications require the Contractor to provide and have on-site high-speed internet access with a static Internet Protocol (IP) address, e-mail with individual user accounts, the current version of Adobe Acrobat, the most current version of Internet
Explorer, Active Client, and DoD Root Certificates. The DLA Energy systems identified require user identifications and passwords in accordance with DoD Automated Data Processing (ADP)
Level III systems access. The Contractor shall be responsible for (in conjunction with DLA
Energy/DLA) identifying employees that will be processing inventory/accounting transactions for obtaining requisite systems access for those employees. DoD ADP Level III systems access requires a National Agency Check (NAC) investigation. DLA will provide forms and fingerprint cards and initiate the investigation for contractors without a NAC.
