About this opportunity
The Department of Health and Human Services Indian Health Service seeks managed teleradiology services for Phoenix Area facilities, with proposals due October 20 at 2:00 PM Mountain Standard Time. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to SDVOSBs. Amendment 0001, issued October 14, extended the original October 14 deadline and revised the anticipated period of performance to December 1, 2026 through November 30, 2031.
This is a single-award, firm-fixed-price, indefinite-delivery/indefinite-quantity contract with a one-year base period and four one-year option periods. Facilities span Arizona, Utah, and California: Phoenix Indian Medical Center, Uintah and Ouray Health Clinic, Colorado River Service Unit, Hopi Health Care Center, and Fort Yuma Health Center, with potential for additional Phoenix Area IHS facilities to be added by contract modification. The maximum aggregate contract value is $25,000,000 with a minimum guarantee of $25,000.
The contractor must provide interpretation of electronic medical images across Plain Film (X-Ray), Computed Tomography, Ultrasound, Mammography, Magnetic Resonance Imaging, and Dual Energy X-Ray Absorptiometry, ordered via task orders with site-specific requirements. All radiologists must be Board Eligible or Board Certified in Diagnostic Radiology, U.S.-based with unrestricted state licensure, and credentialed under The Joint Commission or Centers for Medicare & Medicaid Services. The contractor must maintain professional liability insurance of at least $2,000,000 per occurrence per radiologist. Reporting timelines include routine reports within 24 hours (95% compliance), urgent within 4 hours (95% compliance), STAT within 60 minutes (95% compliance), and critical findings notification within 30 minutes (100% compliance). The contractor must establish a Quality Assurance program with quarterly peer reviews and maintain 99% clinically significant accuracy rates.
The pricing schedule requires firm-fixed, fully burdened unit prices for Plain Film, Ultrasound, Mammography, CT, DEXA, MRI, HL7 Interface Implementation and Setup, and Lead Interpreting Physician Services across all periods. MRI services must be priced for all years though the government does not guarantee ordering.
Evaluation weighs Technical Capability significantly more important than Past Performance, with both combined significantly more important than Price. Technical proposals are limited to 15 pages; past performance to 5 pages. Questions were due October 7. The NAICS code is 621512, Diagnostic Imaging Centers. The contracting officer is Joshua L. Pearlman; the contract specialist is Dekovan Cook.
