About this file

This is a Performance Work Statement (PWS) for managed teleradiology interpretation services to be provided to Indian Health Service (IHS) facilities across Arizona, Utah, and California.

The contract requires the contractor to provide interpretation of electronic medical images including X-ray (DR), Computed Tomography (CT), Ultrasound (US), Mammography (MM), Magnetic Resonance Imaging (MRI), and Dual Energy X-Ray Absorptiometry (DEXA) across five participating facilities: Phoenix Indian Medical Center (PIMC), Uintah and Ouray Health Clinic (U&O), Colorado River Service Unit, Hopi Health Care Center, and Fort Yuma Health Center, with potential for additional Phoenix Area IHS facilities to be added via contract modification. Services are ordered through task orders with site-specific requirements documented in Technical Exhibits. The contractor must furnish all necessary personnel, supplies, materials, network services, and equipment while maintaining compliance with FDA, MQSA, Joint Commission (TJC), CMS, and HIPAA requirements.

Key contractor obligations include: all radiologists must be Board Eligible/Certified in Diagnostic Radiology, located in the United States, and credentialed under TJC or CMS accreditation methods; maintaining Professional Liability Insurance of at least $2,000,000 per occurrence per radiologist; establishing a Quality Assurance program with quarterly evaluations by Board Certified radiologists (not in residency) and reporting results within 30 days; submitting interpretation reports within defined timeframes (routine within 24 hours at 95% compliance, urgent within 4 hours at 95% compliance, STAT within 60 minutes at 95% compliance, and critical findings within 30 minutes at 100% compliance); maintaining 99% clinically significant accuracy rates; and providing a detailed monthly report of all examinations interpreted. The contractor must establish and maintain Distant Site Telemedicine Entity Credentialing and Privileging Agreements with each facility, interface with Government PACS systems, comply with all IHS information security requirements including Interconnection Security Agreements and Business Associate Agreements, and provide 24/7 access to clinical and technical support staff. Third-party insurance billing is handled by participating facilities, not the contractor, and all radiologists must sign billing waivers. Performance is monitored through a Quality Assurance Surveillance Plan (QASP) with specific standards including validated customer complaint thresholds, QA report submission deadlines, report timeliness compliance rates, critical findings notification compliance, and report accuracy rates, with disincentives including non-exercise of contract options for performance failures.
