About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office is seeking potential contractors to provide Managed Healthcare Services for federal adults in custody at the Federal Correctional Complex (FCC) in Beaumont, TX. The procurement will cover the operation and management of four Health Services Units (HSUs), requiring comprehensive medical care including on-site medical facilities and inpatient/outpatient physician services. Contractors must be registered in the System for Award Management (SAM) database and will be evaluated based on their capabilities, business size, socioeconomic status, centralized billing capabilities, medical liability insurance levels, and service implementation timeline. The Sources Sought Questionnaire responses are due by January 17, 2025, at 2:00 PM CST, and must be submitted via email to Hannah Mendenhall at hmendenhall@bop.gov. All future acquisition information will be distributed exclusively through sam.gov, and interested parties are responsible for monitoring the site for updates.
The contract is classified under NAICS code 622110 for General Medical and Surgical Hospitals, with a size standard of $47 million. The anticipated contract structure includes a base year from the effective date of award, followed by four potential 12-month option periods for renewal. The procurement will estimate approximately 1,898,000 mandays of healthcare services annually, with pricing to be determined using a manday rate based on daily inmate count and Medicare-based reimbursement for catastrophic cases. There is currently no specific set-aside designation for this opportunity, which means it is open to all qualified vendors meeting the required capabilities. The total contract value and specific budget ranges were not explicitly detailed in the pre-solicitation notice, but the scale suggests a significant procurement for managed healthcare services within the federal prison system.
