About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office seeks comprehensive medical services at Federal Detention Center Houston, with proposals due November 17, 2026. The procurement is an indefinite delivery/requirements contract for commercial services (NAICS 622110) with no small-business set-aside, structured as a 12-month base period plus four 12-month option periods and an additional 6-month extension option under FAR 52.217-8, totaling 54 months of potential performance.
Place of performance is Houston, Texas. The contractor must provide primary care, specialty care coordination with appointments available within 14 calendar days when possible, inpatient and outpatient treatment, laboratory services, and telehealth using approved BOP Webex infrastructure. Offerors may propose less than the full service complement, including tele-triage alone, though comprehensive proposals are encouraged. The Performance Work Statement does not mandate a specific labor category for tele-triage; qualified Advanced Practice Registered Nurses, Family Nurse Practitioners, or other appropriately licensed professionals within their scope of practice are acceptable, provided all licensing and credentialing requirements are satisfied. Off-site services such as patient transportation, specimen pickup, pharmacy delivery, and medical-record courier services are excluded from scope.
Contractor personnel accessing the facility must undergo background investigations, fingerprinting, drug testing, and institutional orientation. The contractor must maintain Professional Medical Liability insurance of $1,000,000 per occurrence/$3,000,000 aggregate, plus Workers' Compensation and General Liability coverage, submit a Quality Control Plan before performance commencement, submit medical claims within 90 calendar days of discharge, and provide monthly billing estimates by the 15th of each month. Evaluation weighs technical factors (diversity of services, driving distance to community-based providers, mission-supporting enhancements, and facility accreditation status), past performance, and price, with technical and past performance combined significantly more important than price. No funds are presently available; award is contingent on written funding confirmation. Offers must be submitted via email to shewittshiley@bop.gov and BOP-ADM-FAO-CMS-S@bop.gov. Amendment 2 (September 30) clarified evaluation criteria; Amendment 1 (September 17) corrected Optometrist position designation to 2d1. Questions and Answers posted October 14 clarified scope exclusions.
