About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office is soliciting Comprehensive Medical Services for Federal Prison Camp Bryan via RFP 15BCMS26R50400001, with proposals due November 16, 2026. This is a combined synopsis/solicitation issued under FAR Part 12 for commercial services; no separate written solicitation will be issued.
Place of performance is Bryan, Texas. The contract is structured as an indefinite delivery/requirements type with firm-fixed unit prices: a 12-month base period followed by four optional 12-month renewal periods and an additional 6-month extension option, for a total potential duration of 5.5 years. The NAICS code is 622110 (General Medical and Surgical Hospitals) with a $47 million size standard; this procurement carries no small-business set-aside.
The contractor must commence full performance within 30 calendar days of award and submit a Quality Control Plan for approval before beginning performance. Specialty care appointments must be available within 14 calendar days from referral, and medical claims must be submitted within 90 calendar days of discharge or service encounter. All contractor personnel entering the facility must pass security clearances including NCIC checks, fingerprinting, law enforcement agency checks, urinalysis for drug testing, and institutional orientation. Non-U.S. citizens are prohibited from accessing DOJ IT systems.
Required insurance includes professional medical liability ($1,000,000 per occurrence/$3,000,000 aggregate), workers' compensation, and comprehensive general liability ($500,000 per occurrence). The contractor must implement prompt payment practices to healthcare providers consistent with community standards and provide monthly billing estimates by the 15th of each month. Organizational conflicts of interest are a concern if the awardee holds a separate BOP medical claims adjudication contract. Evaluation factors include technical merit, past performance, and price reasonableness. Offers shall be received via email to shewittshiley@bop.gov and BOP-ADM-FAO-CMS-S@bop.gov.
