About this opportunity

The U.S. Department of State's Embassy in Mexico City cancelled its solicitation for maintenance repair services for residential leased properties effective September 11, 2026, determining a need to review requirements and evaluation parameters in the Government's interest. No contract award will be made. The original solicitation, numbered 19MX5326R0003, had a proposal deadline of June 30 after two amendments extended the initial May 29 deadline.

The procurement was structured as a multiple-award IDIQ covering a base year plus four optional one-year periods, with a guaranteed minimum annual order of $3,900 and a maximum not to exceed amount. Place of performance was Mexico City, Mexico. Services encompassed general maintenance and repair of embassy residential leased properties including plumbing, electrical work, carpentry, painting, roofing, masonry, and commissioning and decommissioning tasks. Completion timeframes were specified per task order: three days maximum for apartment painting, five days for houses, and three days maximum per minor repair task. The NAICS code is 236118, Residential Remodelers; the PSC code is Z1FZ, Maintenance of Other Residential Buildings.

Contractors were required to demonstrate a minimum of three years' construction experience with documented history of similar projects, possess an English-speaking bilingual supervisor, obtain Defense Base Act insurance for U.S. citizens and third-country nationals (Mexican nationals exempted), and provide performance and payment bonds at 20 percent of contract price or comparable letter of credit. All contractor personnel required SAM.gov registration with unique entity ID and NCAGE code at proposal submission. The Government intended to award to the lowest priced, technically acceptable, responsible offeror without discussions unless the Contracting Officer determined discussions necessary.

Firms that submitted proposals remain on the mailing list for notification of any revised requirement posted on SAM.gov.
