About this opportunity

The U.S. Department of State seeks elevator maintenance services at the U.S. Consulate General in Hermosillo, Mexico, with proposals due May 26, 2026, and questions due May 8, 2026. This is an unrestricted solicitation with no set-asides.

Place of performance is Hermosillo, Sonora, Mexico. The contract covers preventive maintenance, emergency repair, and safety testing for three EEVI/Fujitec elevators (two 4,000 lb capacity units with four stops and one 2,800 lb capacity unit with two stops) over a five-year period consisting of a 12-month base year plus four one-year option periods. Contractors must hold EEVI/Fujitec certification or be a direct representative of the manufacturer; experience with open-architecture systems or OEM parts alone does not satisfy this requirement.

The scope includes monthly preventive maintenance with comprehensive inspections and parts replacement, 24-hour emergency response service with three-hour on-site arrival for life-threatening situations, same-day service for standard malfunctions, callback service for repeat issues within 24 hours at no additional cost, and annual no-load safety tests plus full 125% load tests every five years (during year three). Major repairs exceeding $5,000 USD per event (non-cumulative, per single incident) are excluded from the base contract and handled via separate purchase orders. Contractors must maintain accessible inventory of common wear parts for same-day emergency response.

Offerors must be registered in SAM, provide proof of EEVI/Fujitec certification, demonstrate established business operations in Mexico or plans to establish within 30 days of award, submit five years of relevant past performance references, and carry minimum liability coverage of $5,000 per occurrence and $10,000 cumulative for bodily injury and property damage. Pricing submissions must cover each of the six contract line items (CLINs) spanning the base year and four option years. Amendment A0001 (effective May 15, 2026) raised the major repair threshold from $3,000 USD to $5,000 USD per event. The NAICS code is 238290; PSC is Z1AA. The contracting officer is F. Chad Moore. A site visit was held April 27, 2026.
