About this opportunity
The U.S. Coast Guard seeks quotations for operation, maintenance, repairs, testing, training, monitoring, and reporting services for the water and wastewater treatment facility at USCG Station Milford Haven, with quotes due June 23, 2026 at 5:00 PM Eastern Time. This procurement is 100% set-aside for small businesses and reflects a previous award (70Z02723PPORT0018).
Place of performance is Hudgins, Virginia. The contractor must hold a current Virginia Class IV or higher water and wastewater treatment plant operator certification and be onsite a minimum of three days per week, with 24/7 emergency response capability and four-hour response time for emergency situations. The contractor bears full responsibility for acquiring all applicable water and wastewater operating permits, discharge permits, and NPDES permits, including all associated costs. Daily operations include testing for iron, manganese, and chlorine residual (maintaining minimum 0.2 mg/l); cleaning sand filter beds; and disposal of sewage sludge. Weekly testing covers fecal coliform; monthly testing includes BOD, TSS, ammonia, and enterococci bacteria. The contractor furnishes all supplies including salt, chlorine, consumables, testing equipment, and UV lights. Maintenance and repairs under $500 per instance are contractor-funded up to an annual cap of $2,500; the government assumes costs thereafter. Work commences within five calendar days of notice to proceed and must be ready for use within 30 working days of award.
Contract performance is base year July 1, 2026 through June 30, 2027, with two optional one-year extensions. The price schedule sets the annual value at $2,500.00 for a total contract value of $7,500.00 across all periods. The NAICS code is 221310, Water Supply and Irrigation Systems; small business size standard is $41 million. Evaluation criteria are Technical Capability, Past Performance, and Price, with the Government reserving the right to award to a higher-priced offeror if superior technical capability or past performance justifies selection. Quoters must submit no more than three past performance references from work performed within the past three years. A mandatory site visit is scheduled June 16, 2026 at 10:00 AM Eastern Time; coordination with MK1 Michael Aguirre is required. Amendment 0001, effective June 22, 2026, provides answers to submitted questions and a revised Statement of Work.
