About this file

This document is a Questions and Answers (Q&A) addendum for a federal contract solicitation related to water and wastewater system operations and maintenance services. The government does not provide specific response dates, award dates, pricing structures, set-asides, federal agencies, or contract vehicles in this Q&A document.

The Q&A clarifies critical operational and staffing requirements, permit responsibilities, and cost allocations for the contractor. The contractor must be onsite daily to meet Virginia Department of Environmental Quality (VADEQ) testing requirements and must maintain 24/7 emergency response capability with physical onsite response capability rather than telephone availability alone. The contractor bears full responsibility for acquiring all applicable water and wastewater operating permits, discharge permits, and NPDES permits, and must include all associated costs in their pricing, including third-party laboratory testing and sewage sludge disposal in accordance with federal and state environmental regulations. The government does not provide historical data including current average and peak flows, asset inventories, equipment lists, existing staffing structures, operator certifications, recent operating reports, annual operating budgets, historical sludge generation quantities, current disposal methods, or recent compliance histories, outstanding violations, consent orders, or corrective action requirements. The testing frequencies identified in the solicitation represent the complete testing requirements with no additional permit-required sampling activities.
