About this opportunity
The Department of the Army National Guard cancelled the Invitation for Bids for construction of a 42,374-square-foot Fuels Systems Maintenance Hangar at Bangor Air National Guard Base, Maine, on September 4, 2026, because only one bid was received and the Government could not determine the price was fair and reasonable. All bids have been rejected and no award will be made. The procurement is a 100-percent small business set-aside under NAICS 236220, Commercial and Institutional Building Construction, with a $45,000,000 size standard.
Place of performance is Bangor, Maine. The contract was structured as firm fixed-price for 670 calendar days after notice to proceed and included five base line items: construction of the fuel cell hangar, PFAS sampling, PFAS dewatering (with 10,000-gallon tank), soil disturbance and disposal (14,500 cubic yards), and demolition of LDR concrete (16,750 square feet), plus an optional additive for satellite parking. Bidders were required to submit a bid bond equal to 20 percent of bid price or $3,000,000, whichever is less. A mandatory pre-bid conference was held May 12, 2026, with bid opening originally scheduled for May 27 and extended multiple times to July 28, 2026. One offer was received from Alexander Construction on July 28 at $34.9 million for the base hangar construction line item and $54.7 million total including all line items. The Government's Independent Government Estimate established a reasonable contract value including profit. Amendment 5, effective July 8, 2026, eliminated the Project Labor Agreement requirement via HCA-approved waiver due to small business competition constraints. Davis-Bacon wage determination ME20260051, Modification 1 (effective May 18, 2026) applied, with prevailing rates for Carpenter ($30.56 base/$19.96 fringe), Electrician ($38.74/$21.14), Plumber ($40.00/$24.71), and other trades. Award was based solely on price and price-related factors.
