About this file
This is a Questions and Answers (Q&A) document for a federal contract opportunity involving construction of a new hangar facility at a military installation (Maine Air National Guard).
The Q&A addresses technical clarifications across multiple construction disciplines. Key clarifications include: landscaping requirements must be coordinated with MeANG with reference to drawings C-001 and C-51; rock excavation is not anticipated based on the Geotech Report, though unforeseen conditions will be treated as change orders per RFI_responses_W50S8326BA001 section 3.3; glacial till material cannot be used as backfill, with acceptable materials specified in Spec 31 00 00; soil disposal classification is addressed in RFI_responses_W50S8326BA001 section 4.3; CMU wall supports shown on details A4 and B1 S-540 are options for the Mech room, Tool room, Multipurpose room, and toilet areas; building slabs in those areas require 6-inch thickness with #4 reinforcement at 12 inches on center each way; and roller shades should be installed per the Room Finish Schedule with updated details in Amendment 07 drawings AE514 and AE602. The facility is classified as seismic design category B, requiring no seismic bracing for other disciplines, though HVAC seismic bracing specification 23 05 48.19 is included for ATFP purposes. Specifications govern over drawings per RFI_responses_W50S8326BA001 section 3.4. Security requirements confirm all vehicles are subject to search upon base entry; delivery drivers require either escort or Form 4 base access documentation. Police and fire protection is provided by on-site personnel.

Q1: What are the landscaping requirements for the new Hangar?
A1: Contractor should coordinate with MeANG for final landscaping requirements. Additionally, refer to E&SC notes on drawing C-001 and Vegetation Application Detail on C-51.
Q2: For bidding purposes, what should be assumed for rock removal?
A2: Refer to drawings, specifications, and Geotech Report to determine depth of excavation and in-situ soil profiles. Based on the available information in the soils report, and also how the pad for the building has to be raised with fill material, it is not believed that any rock excavation will be required for the hangar building itself.
Q3: Please confirm the excavation of any unforeseen elements will be treated as a change order.
A3: Please see RFI_responses_W50S8326BA001 3.3 Unforeseen Conditions.
Q4: Can existing glacial till material be used as granular backfill?
A4: Per the soils report, glacial till cannot be used for fill. See soils report and refer to Spec 31 00 00 for acceptable backfill material.
Q5: Can existing fill material be used as exterior foundation and other fill underlying landscaped areas backfill materials?
A5: Refer to Spec 31 00 00 for acceptable materials.
Q6: For exporting materials, what soils classification should be assumed? Should we assume chemically suitable for disposal at a <RCS 1 reuse site?
A6: Please see RFI_responses_W50S8326BA001 4.3 CLIN 0004: Soil Disposal.
Q7: Where are the CMU wall supports shown on details A4, B1 S-540 required?
A7: These are options for supporting CMU partition walls in the Mech room, Tool room, Multipurpose room, and toilet areas.
Q8: What type of reinforcement is required for the building slabs?
A8: As shown on the plans, the Mech room, Tool room, Multipurpose room, and toilet areas have a 6” slab with #4 @ 12” oc ea way.
Q9: E6/AE514 shows roller shade at window head E2 does not. Finish schedule calls out roller shades at both of these windows. At which window locations are roller shades meant to be installed.
A9: Provide roller shades in accordance with the Room Finish Schedule. Please refer to the revised AE514 and AE602 for updated window schedule and detail as part of Amendment 07.
Q10: Please confirm seismic restraints is required for this facility.
A10: As the project is considered seismic design category B, no seismic bracing is required.
However, the Seismic Bracing for HVAC specification 23 05 48.19 has been included since the restraints are also used for ATFP purposes. No other disciplines are affected.
Q11: Will Police or Fire Department fire watch details be required?
A11: This project is on an enclosed federal installation, police and fire protection is provided by our own personnel.
Q12: Please confirm specifications are to govern over the drawings.
A12: Please see RFI_responses_W50S8326BA001 3.4 Precedence of Documents.
Q13: Please confirm all vehicles whether commercial or personal will be searched at the vehicle building every time they enter the base, including deliveries except for one time deliveries with an escort. Delivery drivers will need to fill out the form 4 for base access.
A13: This is confirmed. All vehicles are subject to search upon entry to this installation, regardless of whether it is a one-time entry or not. Delivery drivers will need to be escorted or fill out the form 4 if they will require continued base access.
