About this file
This is a Pre-Bid Conference presentation for a federal construction contract regarding the Maine Air National Guard Fuel Cell Hangar Construction project.
The solicitation is an Invitation for Bid (IFB) designated W50S83-26-B-A001 (Project #FKNN159044) under the Revolutionary FAR Overhaul (RFO) framework. This is a 100% small business set-aside for commercial and institutional building construction (NAICS Code 236220) with a size standard of $45,000,000. The contract involves a 670 calendar day period of performance and requires a bid guarantee of 20% of the bid price or $3,000,000, whichever is less. Bids are due June 3, 2026 at 10:00 AM local time with bid opening at the same date and time at Maine Air National Guard, Building 505, Bangor International Airport, Maine. The procuring agency is the 101st Air Refueling Wing/Message Squadron under the Department of Defense.
The contract structure includes six contract line items (CLINs): five base bid items covering fuel cell hangar construction, PFAS sampling, PFAS dewatering, soil disturbance and disposal, and demolition material disposal; plus one additive option item for satellite parking. Bidders must price all items or risk non-responsive bids. Award will be based solely on price and price-related factors, with an Independent Government Estimate (IGE) determining whether the additive item is evaluated. Key requirements include submission of signed SF 1442 forms, priced bid schedules, bid bonds (SF 24), completed representations and certifications, acknowledgement of all amendments, and an executed Project Labor Agreement prior to award. Critical site considerations include PFAS-contaminated soils requiring sampling and treatment, Foreign Object Damage (FOD) prevention due to airfield proximity, temporary fencing with multiple phases, and DigSafe utility locating requirements. The contracting officer is 1st Lt Cameron M. Doncet Hall; the contract specialist is MSgt Daniel Boone; and the COR is 1st Lt Tyler Field.
