About this opportunity
The Air Force Installation Contracting Agency, through the 772nd Enterprise Sourcing Squadron, intends to solicit design and construction services for rapidly deployable Earth-Covered Munitions storage facilities at Dyess AFB, Texas, with Phase 1 Solution Briefs due September 9, 2026. The procurement will be executed as an Other Transaction Agreement under 10 U.S.C. 2808a, using a Progressive Design-Build delivery method with no set-aside.
The requirement comprises two Lines of Effort: LOE 1 (Design & Engineering) and LOE 2 (Physical Construction). The target budget is not to exceed $6 million, with mission-ready delivery required within 12 months. The facility must safely store a Net Explosive Weight of up to 500,000 pounds of Hazard Division 1.1 explosives and achieve DoD Explosives Safety Board "7-bar" headwall designation to allow reduced inter-magazine and intra-line distances. All solutions must comply with UFC 4-420-01 and DoD 7-Bar ECM documentation standards.
The Government seeks innovative commercial design and engineering methodologies—including advanced formwork, rapid-curing materials, modular structural arches, or other commercial approaches—that accelerate the design and construction timeline while fully maintaining blast resistance, structural integrity, and environmental controls. Respondents must demonstrate capability to reduce design and build timelines by 30 percent or more and costs by 20 percent or more compared to traditional construction. Phase 1 submissions consist of a five-page Solution Brief addressing executive summary, core concept methodology, and company credentials demonstrating at least three completed projects within the past ten years totaling minimum $10 million involving ECMs, DoD explosives safety facilities, or rapid commercial construction. Submissions are due September 9, 2026, at 10:00 AM CST to 772ESS.PKA.MACH1@us.af.mil. Government responses to industry questions were released September 2, 2026.

Amendment 1 (25 Aug 26) Updates: "Presolicitation"
This MACH1_AOI opportunity is updated with the following changes:
1. Previous Versions published as a "Special Notice" (Posting Type) were deleted & replaced with this "Presolicitation" posting
2. "Related Notice" block now reflects the associated MACH1_Parent Notice [FA8903-OT-MACH1]
Original AOI Posting (21 Aug 2026) "Special Notice"
This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.
The 772nd Enterprise Sourcing Squadron (772 ESS) is seeking innovative commercial design and engineering partners to develop a comprehensive, site-specific design package for rapidly deployable Earth-Covered Munitions (ECM) storage facilities at Dyess AFB, Texas.
The Government requires rapidly deployable Class V munitions storage facilities to support evolving global threats and warfighter readiness. Traditional MILCON processes and standard ECM build face structural and procedural bottlenecks—ranging from slow curing times to complex bespoke formwork—that prevent rapid deployment. This AOI seeks architectural and engineering innovations that bypass these traditional bottlenecks.
The Government is looking for design concepts incorporating advanced formwork, rapid-curing materials, modular structural arches, or other commercial methodologies that accelerate the timeline while fully maintaining all required blast resistance, structural integrity, and environmental controls.
There are (2) two lines of effort (LOEs) for this requirement: LOE 1 - Design & Planning (Design) and LOE 2 - Physical Construction.
