About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center issued an umbrella program notice on August 3, 2026 for the MACH-1 (Modernized Agile Construction Horizons) framework, a flexible construction and repair delivery mechanism executed by the 772nd Enterprise Sourcing Squadron under 10 U.S.C. 2808a(a) statutory authority.

MACH-1 operates as a three-phase competitive procedure designed to bypass traditional procurement timelines and access innovative, agile delivery models. Phase 1 requires submission of a solution brief not exceeding five written pages or fifteen slides, addressing constructability methodology, estimated schedule, disruption mitigation, rough order of magnitude pricing, and relevant credentials. Phase 2 entails an oral presentation with a 15-slide deck detailing technical methodology, site logistics, and constructability. Phase 3 results in either direct negotiation with a single selected respondent or competitive evaluation among qualified companies, concluding in negotiation and execution of an Other Transaction Agreement (OTA).

Eligible contractors must be registered in SAM and applicable Government invoicing systems (WAWF or iRAPT), with unclassified submissions only. Evaluation criteria span constructability, schedule, site logistics, financial risk, safety, environmental considerations, quality management, energy efficiency, cybersecurity, intellectual property, DoD engineering compliance, and specialized credentials. The framework accepts Owner's Advisor, Progressive Design-Build, Accelerated Design-Build, Design-Build to Budget, Industrialized Construction, and Advanced & Emergent Technologies delivery models. Pricing may be firm-fixed-price, fixed-price incentive, guaranteed maximum price, cost-reimbursable, or hybrid milestone structures. Congressional notification occurs 14 days before transaction execution. Successful participants may receive follow-on contracts without competition per statute. Labor standards and prevailing wage requirements will be specified in individual Areas of Interest based on project determinations.
