About this file

This is a Questions and Answers document for a Progressive Design Build federal contract opportunity under the MACH1 Umbrella Program managed by the U.S. Air Force 772 ESS/PKA Construction Flight.

The solicitation employs a multi-phase approach encompassing both Level of Effort (LOE) #1: Design and LOE #2: Construction under an integrated Progressive Design Build delivery method. The combined Target Budget (ROM) for both LOEs is not to exceed $6,000,000. Phase 1 consists of a Solution Brief/White Paper submission designed as high-level market research to evaluate commercial capabilities, innovative concepts, and overall technical approach. The Government clarifies that while Phase 1 focuses on conceptual feasibility and commercial methodologies rather than detailed technical proposals or final construction documents, constructors and contractors are encouraged to submit individually or partner with architecture/engineering (A&E) and design firms to demonstrate capability to deliver the overall solution. The Government reserves full flexibility to proceed into subsequent phases (Phase 2 Pitch Sessions and Phase 3 Awards for execution/construction) based on solutions and capabilities evaluated during Phase 1. The primary point of contact for the MACH1 parent program is 772ESS.PKA.MACH1@us.af.mil, with secondary points of contact (agreements specialists and Agreements Officers) to be assigned for each Area of Interest (AOI).

Questions Government Responses

1 Please confirm that the notice for Progressive Design Build is for both Level of Effort (LOE) #1: Design and LOE #2: Construction.

Concur, the delivery method is Progressive Design Build that integrates both LOEs.

2 Please confirm that the Target Budget (ROM): Not to Exceed $6,000,000 is for both LOEs 1 and 2 combined.

Concur, the Target Budget (ROM) is $6,000,000 for both LOE 1 and LOE 2

We have reviewed the provided request for solutions; however, the Phase I Submission Guidelines (Solutions Brief) is structured to focus on the design aspects of the project. As a constructor, would it be appropriate to consider this an integrated Progressive Design Build opportunity that we should be submitting on with a design partner?

Or is this considered a LOE #1 Design effort only?

Yes, constructors/contractors may team with design partners to submit a solution.

The purpose of Phase 1 (Solution Brief / White Paper) is to serve as high-level market research to evaluate commercial capabilities, innovative concepts, and overall technical approach. Because Phase 1 focuses on conceptual feasibility and commercial methodologies rather than detailed, in-depth technical proposals or final construction documents, constructors are highly encouraged to submit—either individually or in partnership with A&E/design partners—if they can demonstrate the capability to deliver the overall solution.

While this initial solicitation evaluates high-level concepts under LOE 1 (Design & Planning), the Government reserves full flexibility to proceed into subsequent phases (Phase 2 Pitch Sessions and Phase 3 Awards for execution/construction) based on the solutions and capabilities gathered during Phase 1.

4 Can you provide the phone number and name of the Agreements Officer for the MACH1 Umbrella Program?

The MACH1 parent notice is managed by the 772 ESS/PKA Construction Flight. The current focal point is 772ESS.PKA.MACH1@us.af.mil.

We are working on assigning secondary POCs in each AOI posted which will be the agreements specialist and/or Agreements Officer.
