About this opportunity
The Air Force Installation Contracting Agency, on behalf of the 772nd Enterprise Sourcing Squadron and Air Force Civil Engineer Center, is conducting an Area of Interest (AOI) under the MACH1 Umbrella Program to solicit an innovative commercial partner for the design and planning of Military Working Dog kennels at Joint Base San Antonio, with Phase 1 submissions due August 28, 2026 at 10:00 AM CST.
This is not a set-aside procurement. The project will be executed as an Other Transaction Agreement under 10 U.S.C. 2808a and addresses two locations: Chapman Training Annex (400 kennels, approximately 9,500 square meters across three facilities) and JBSA-Lackland West (450 kennels, approximately 10,550 square meters across three facilities), with a combined requirement to house and train 850 dogs. Target budgets are $180 million for Chapman Annex and $160 million for Lackland AFB. All designs must use Engineered Tensile Fabric Structures as the mandatory baseline material and achieve 15 air changes per hour, acoustic dampening, non-porous sanitation-compliant interiors, and compliance with 9 CFR 3, DAFI 31-126, DAFGM 2024-01, DoD Unified Facilities Criteria, and anti-terrorism/force protection standards.
Phase 1 submissions consist of a five-page solution brief (excluding title page) including a one-page executive summary, core concept describing methodology for site-specific design and GMP development with milestone schedule, and credentials demonstrating three completed ETF projects exceeding $20 million within the past ten years. Respondents must submit to 772ESS.PKA.MACH1@us.af.mil with AOI Notice ID FA8903-26-OT002 in the subject line. Evaluation criteria emphasize technical merit and design approach, speed to design completion, and company viability and experience. The government will determine which Phase 1 submissions advance to Phase 2 (Pitch Session) in accordance with MACH1 procedures.
Notice text
This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.
The 772nd Enterprise Sourcing Squadron (772 ESS), in coordination with the Air Force Civil Engineer Cetner (AFCEC), is seeking an innovative commercial partner to execute this project in two distinct Lines of Effort (LOE); Design & Planning (LOE 1), Physical Construction (LOE 2) for the scope defined as follows. The Government intends to upgrade both the Joint Base San Antonio (JBSA) - Lackland West facilities and the Chapman Training Annex, beginning with the Chapman Annex. The total 341st Training Squadron requirement is to house and train 850 dogs across two sites to support the Defense Military Working Dog (MWD) Kennel Program.
This AOI seeks an innovative partner to rapidly develop a comprehensive, site-specific, and constructible design package using non-traditional construction approach built on Engineered Tensile Facilities (ETF) as the baseline structure. This initial Line of Effort (LOE 1) Design & Planning: will focus exclusively on delivering a mature design and a firm, executable plan for the full construction effort. The primary goal of LOE 1 is to produce a detailed, site-specific plan that enables a rapid and predictable approach for LOE 2: Physical Construction.
