About this opportunity
The Air Force Installation Contracting Agency, via the 772nd Enterprise Sourcing Squadron in coordination with the Air Force Civil Engineer Center, is seeking an innovative commercial partner to execute design and planning (Line of Effort 1) for military working dog kennels at Joint Base San Antonio–Lackland and Chapman Training Annex, with responses due by September 11, 2026. The resulting agreement will be an Other Transaction Agreement (OTA) under 10 U.S.C. § 2808a executed under the MACH1 (Modernized Agile Construction Horizons) umbrella program.
Work encompasses site-specific design development and project planning to support housing and training of 850 dogs across two sites for the 341st Training Squadron's Defense Military Working Dog Kennel Program. The Government anticipates a 40-year facility lifespan and allows non-traditional construction methods including Engineered Tensile Fabric (ETF), Industrialized Construction (IC), 3D-printed or additive construction, or combinations thereof. Respondents may submit as design leads without complete design-build teams and may optionally discuss physical construction (LOE 2) capabilities.
Phase 1 responses are limited to five pages maximum, with all content including cover pages, charts, illustrations, and schedules counting toward the limit; title pages do not. The Government will provide only high-level site constraints during Phase 1 (general location, 100-year floodplain mitigation, antiterrorism/force protection standards); detailed topographical, geotechnical, utility, and site amplification data will be released to down-selected firms in Phase 2. Mature design packages and Guaranteed Maximum Price will be developed collaboratively during LOE 1 execution. The Government reserves flexibility regarding delivery mechanism for physical construction in subsequent phases. Government responses to clarifying questions were issued September 3 and September 9, 2026.
