About this opportunity

The Air Force Installation Contracting Agency, through the 772nd Enterprise Sourcing Squadron at Dyess AFB, is seeking commercial design and engineering partners to develop a site-specific design package for rapidly deployable Earth-Covered Munitions storage facilities, with Phase 1 submissions due September 9, 2026 at 10:00 AM CST. The solicitation is structured as an Other Transaction Agreement under the Modernized Agile Construction Horizons (MACH1) Umbrella Program and will proceed through progressive design-build delivery.

The Government seeks innovations that compress traditional military construction timelines while maintaining blast resistance, structural integrity, and environmental controls. The designed facility must safely store up to 500,000 lbs of Hazard Division 1.1 explosives and achieve Department of Defense Explosives Safety Board "7-bar" headwall designation to reduce inter-magazine and intra-line distances. The total cost ceiling for design and physical construction is $6,000,000, with completion targeted within 12 months.

Respondents must submit a five-page Phase 1 Solution Brief (white paper) to 772ESS.PKA.MACH1@us.af.mil including the AOI Notice ID in the subject line. The submission must include a title page, one-page executive summary, core concept describing site-specific design methodology and DDESB approval strategy, and credentials demonstrating at least three completed projects within the past 10 years with minimum $10 million total value involving Earth-Covered Magazines, DoD explosives safety facilities, or rapid commercial construction methodologies. Phase 1 evaluation criteria are technical merit and design approach, speed to design completion, and company viability and experience. Selected respondents advance to Phase 2 pitch sessions per MACH1 procedures.

Notice text

This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.

The 772nd Enterprise Sourcing Squadron (772 ESS) is seeking innovative commercial design  and engineering partners to develop a comprehensive, site-specific design package for rapidly deployable Earth-Covered Munitions (ECM) storage facilities at Dyess AFB, Texas.

The Government requires rapidly deployable Class V munitions storage facilities to support evolving global threats and warfighter readiness. Traditional MILCON processes and standard  ECM build face structural and procedural bottlenecks—ranging from slow curing times to  complex bespoke formwork—that prevent rapid deployment. This AOI seeks architectural and engineering innovations that bypass these traditional bottlenecks.

The Government is looking for design concepts incorporating advanced formwork,  rapid-curing materials, modular structural arches, or other commercial methodologies that  accelerate the timeline while fully maintaining all required blast resistance, structural integrity,  and environmental controls.

There are (2) two lines of effort (LOEs) for this requirement:  LOE 1 - Design & Planning (Design) and LOE 2 - Physical Construction.
