AOI Notice ID: FA8903-26-OT003

MACH1 Umbrella Program Notice ID: FA8903-OT-MACH1

Issuing Activity: 772nd Enterprise Sourcing Squadron (772 ESS) Location: Dyess Air Force Base, Texas Target Budget (ROM): Not to Exceed $6,000,000 Schedule Target: Mission-ready no later than 12 months Delivery Method: Progressive-Design-Build

This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein.

Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.

1. Summary of Overall Project Scope The 772nd Enterprise Sourcing Squadron (772 ESS) is seeking innovative commercial design and engineering partners to develop a comprehensive, site-specific design package for rapidly deployable Earth-Covered Munitions (ECM) storage facilities at Dyess AFB, Texas.

The primary objective of this effort is to identify commercial design methodologies that fundamentally compress the traditional military construction (MILCON) schedule. The resulting design must enable the physical construction of a mission-ready facility within a 12-month timeframe, without exceeding a design (LOE 1) and total physical construction (LOE 2) cost of $6,000,000.

To support critical warfighter readiness and modern munitions logistics, the designed facility must be capable of safely storing a Net Explosive Weight (NEW) of up to 500,000 lbs of Hazard Division 1.1 explosives. Furthermore, the design must achieve the Department of Defense Explosives Safety Board (DDESB) "7-bar" headwall designation to allow for reduced inter-magazine and intra-line distances, maximizing usable footprint on the installation.

2. Background & Problem Statement The Government requires rapidly deployable Class V munitions storage facilities to support evolving global threats and warfighter readiness. Traditional MILCON processes and standard ECM build face structural and procedural bottlenecks—ranging from slow curing times to complex bespoke formwork—that prevent rapid deployment.

This AOI seeks architectural and engineering innovations that bypass these traditional bottlenecks. The Government is looking for design concepts incorporating advanced formwork, rapid-curing materials, modular structural arches, or other commercial methodologies that accelerate the timeline while fully maintaining all required blast resistance, structural integrity, and environmental controls.

3. Desired Objectives & Lines of Effort (LOEs) The respondents must propose a solution utilizing innovative commercial construction methods for LOE 1: Design & Engineering. The primary goal of LOE 1 is to produce a detailed, site-specific plan and DDESB-approved design that enables rapid construction of a fully functional facility with a feasible approach for LOE 2: Delivery of completed physical Construction

Proposed solutions for this AOI should focus on the following:

• Objective 1: Site-Specific Design Package. Develop a comprehensive, constructible design package for the Earth-Covered Magazine (ECM) facility at Dyess AFB. This package must be tailored to the unique topographical, geotechnical, and utility conditions of the site while maintaining strict adherence to DoD ECM standards.

• Objective 2: Explosives Safety & Systems Integration. Detail how the specific design achieves the DDESB "7-bar" headwall designation, allowing for reduced IMD/ILD. The plan must show how required environmental controls and blast resistance are integrated into the proposed innovative construction materials without violating UFC 4-420-01 criteria.

• Objective 3: Guaranteed Maximum Price (GMP). Produce a firm, open-book GMP and a detailed project schedule for the full construction of the facilities. This GMP will be based on the complete LOE 1 design and culminate in a collaborative negotiation of a GMP proposal.

• Objective 4: Innovative Building Methodologies. Develop advanced manufacturing methodologies that are fully compliant with Department of Defense Explosives Safety

Board (DDESB) standards and guidelines. Deliver high-quality ECMs that ensure both performance and durability. Accomplish faster delivery by reducing design and build timelines 30% or more compared to traditional construction. Achieve greater cost predictability by reducing design and construction costs by 20% or more as compared to traditional construction.

• Objective 5: Risk Mitigation Strategy. Identify and develop mitigation plans for key project risks, specifically focusing on the critical path timeline for DDESB safety board approval, supply chain for specialized/rapid-cure materials, and Dyess AFB site access protocols.

4. Non-Negotiable Requirements for Final Design Any proposed design and construction methodology must achieve strict compliance with DoD explosives safety standards:

• DDESB Approval: The ECM design shall be approved by the Department of Defense Explosives Safety Board (DDESB) with a “7-bar” headwall designation.

• Facility Criteria: Design shall be fully compliant with UFC 4-420-01 (Ammunition and Explosives Storage Magazines).

• Approval Guidelines: DoD 7-Bar ECM Documentation shall be used as a strict guideline for the formal approval of the design.

5. Submission Guidelines & Evaluation Criteria This AOI is a request for solutions that follow the multi-phased procedures outlined in the MACH1 Parent Notice: FA8903-OT-MACH1. The initial step is the submission of the Phase 1 Solution Brief to the Submission Portal: 772ESS.PKA.MACH1@us.af.mil

Phase 1: Submission Guidelines (Solution Brief):

Respondents shall submit a White Paper (Solution Brief), which is strictly limited to five (5) pages. The Solution Brief must include:

1. Title Page: Company Name, Title, Date, Point of Contact (Name, Email, Phone), and Address. Specifically identify this AOI. The title page does not count against the 5-page limit.

mailto:772ESS.PKA.MACH1@us.af.mil

2. Executive Summary (1 Page Max): A concise overview of your team’s approach to delivering LOE 1 design and planning objectives.

3. Core Concept: Clearly describe your methodology for developing the site-specific design, integrating the required explosives safety systems (blast resistance and environmental controls) to achieve DDESB "7-bar" approval, and your strategy for validating the 12-month construction schedule and arriving at a firm Guaranteed Maximum Price (GMP). Include a high-level milestone schedule for completing this LOE 1 design effort.

4. Credentials: Provide a brief overview of the company, top-line gross sales/revenues, and go-to-market strategy. Include examples of at least three completed projects within the past 10 years, with a total project value of minimum $10M, involving Earth-Covered Magazines (ECMs), DoD explosives safety facilities, or rapid commercial construction methodologies relevant to this effort.

Evaluation Criteria:

Phase 1 Solution Briefs (White Papers) will be evaluated on their own merit against the following criteria:

1. Technical Merit & Design Approach: How well the proposed concept addresses the core challenges of developing a site-specific, integrated design for Earth-Covered Magazines (ECMs) using innovative construction methodologies and achieving DDESB "7-bar" approval.
