About this file

This document is a Questions and Answers (Q&A) file addressing inquiries from potential respondents to a federal solicitation for JBSA-Lackland and Chapman Annex.

The solicitation focuses exclusively on Line of Effort 1 (LOE 1): Design & Planning, which requires development of a site-specific, constructible design package and project plan. The Government is not currently pursuing a Progressive Design-Build approach and reserves flexibility to determine the delivery mechanism for physical construction (LOE 2) in subsequent phases. Design solutions may incorporate non-traditional methods including Engineered Tensile Fabric (ETF), Industrialized Construction (IC), 3D-printed/additive construction, or combinations thereof, with an anticipated facility lifespan of approximately 40 years. Site constraints are limited to high-level information during Phase 1, with detailed topographical, geotechnical, utility, and site amplification data reserved for down-selected firms in Phase 2. Respondents may submit as a design lead without a complete design-build team; however, they may optionally include high-level discussion of LOE 2 physical construction capabilities if it strengthens their overall solution. Phase 1 responses are limited to five pages, with all content including charts, illustrations, and schedules counting toward this limit, though title pages do not. The Government seeks high-level conceptual solutions and technical feasibility at this stage, with mature design packages and Guaranteed Maximum Price (GMP) development to occur collaboratively with the awarded partner during LOE 1 execution.

Questions Government Responses

1 Are you able to share any additional information about the site constraints?

No additional site details will be released during this initial phase.

To ensure a fair evaluation and maximize rapid concept development, we are only providing the high-level constraints outlined in the AOI (e.g., general JBSA-Lackland and Chapman Annex locations, 100-year floodplain mitigation, and AT/FP standards). Detailed topographical, geotechnical, utility layouts, and specific site amplification data will be provided exclusively to down-selected firm(s) in the next phase.

2 Can you clarify if the intent for a Progressive Design-Build (AEC) approach or for an AE to produce the construction documents for the Government to public bid?

This solicitation is currently focused exclusively on Line of Effort 1 (LOE 1): Design & Planning to develop a site-specific, constructible design package and project plan. It is not currently structured as a Progressive Design-Build (PDB) effort. The Government’s primary objective for this AOI is to secure an innovative design and execution strategy for LOE 1.

As the requirement progresses from Phase 1 (Solution Briefs) to subsequent phases, the Government reserves full flexibility to evaluate proposed solutions and determine the most appropriate delivery mechanism for physical construction (LOE 2). Per Amendment 1, design solutions may incorporate Engineered Tensile Fabric (ETF), Industrialized Construction (IC), 3D-printed/additive construction, or a combination of non-traditional methods capable of meeting an anticipated ~40-year facility lifespan.

The response is limited to 5 pages. Will illustrations count against the page limit? Secondly- will the timeline/ schedule count against the 5 page limit? A chart could easily take an entire page, we’re hoping it will not count against us.

The title page does NOT count toward the page limit. All other content— including, charts, illustrations, and schedules—counts toward the 5-page maximum limit for Phase 1 Solution Briefs. Phase 1 (AOI) focuses on evaluating high-level concepts, innovative approaches, and baseline schedule milestones. Detailed project schedules (e.g., full Gantt charts) and extensive technical diagrams are not required at this stage and will be requested from shortlisted vendors selected to participate in Phase 2 (Pitch Session).

May respondents submit the Phase 1 White Paper as the LOE 1 Design & Planning lead and identify a construction partner during a later phase of the MACH1 process, or is a complete design-build team expected as part of the Phase 1 submission?

Yes, respondents may submit as a design lead. Traditional MILCON timelines are unacceptable given immediate life-safety and mission-readiness risks. The Government’s immediate focus under this AOI is LOE 1 (Design & Planning) to secure an innovative partner who can rapidly deliver a site-specific, constructible design using non-traditional methods (ETF, IC, 3D printing, or combinations). At this Phase 1 stage, we are evaluating innovative concepts and technical approach, not enforcing a rigid, finalized design-build team structure.

5 What level of design maturity is anticipated for LOE 1 Design & Planning to support development of the Guaranteed Maximum Price (GMP)?

The four objectives outlined in the AOI (Site-Specific Design, Integrated Systems, GMP/Schedule, and Risk Mitigation) represent the deliverables to be developed during the execution of LOE 1, not within the initial 5-page Phase 1 Solution Brief. At this Phase 1 stage, the Government is seeking high-level conceptual solutions, innovative approaches, and technical feasibility. Developing the mature design package and open-book Guaranteed Maximum Price (GMP) will occur collaboratively with the awarded partner during the execution of LOE 1.

Should respondents include discussion of their anticipated LOE 2 Physical Construction capabilities and approach within the Phase 1 White Paper, or should the response be limited solely to LOE 1 Design & Planning?

While this AOI is focused on securing an innovative partner for LOE 1:

Design & Planning, respondents are welcome to include high-level discussion of their physical construction approach/capabilities (LOE 2) if it strengthens their overall innovative solution, addresses the project objectives, and aligns with the published Phase 1 evaluation criteria.

Offerors have the flexibility to determine how best to utilize their 5-page Solution Brief to demonstrate technical merit, rapid delivery capability, and conceptual feasibility.
