This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein.
Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.
1. Summary of Overall Project Scope The 772nd Enterprise Sourcing Squadron (772 ESS), in coordination with the Air Force Civil Engineer Cetner (AFCEC), is seeking an innovative commercial partner to execute this project in two distinct Lines of Effort (LOE); Design & Planning (LOE 1), Physical Construction (LOE 2) for the scope defined as follows. The Government intends to upgrade both the Joint Base San Antonio (JBSA) - Lackland West facilities and the Chapman Training Annex, beginning with the Chapman Annex. The total 341st Training Squadron requirement is to house and train 850 dogs across two sites to support the Defense Military Working Dog (MWD) Kennel Program.
The design developed in LOE 1 must account for the full scope of these requirements:
• Chapman Training Annex:
• 400 kennels/dog-runs within three main kennel facilities (~9,500 SM), allocated as:
• 150 spaces for new dogs in quarantine.
• 125 spaces for training aids.
• 125 transient/swing spaces.
• A covered artificial turf exercise and training area (~4,947 SM).
• A single-story Operational Kennel Support Facility (~1,393 SM) with administrative offices, classrooms, and locker rooms.
• Full site utility infrastructure to support all new facilities.
• JBSA-Lackland West:
• 450 kennels/dog-runs within three main kennel facilities (~10,550 SM).
• A covered artificial turf exercise and training area (~5,900 SM).
• Facilities to include private indoor/outdoor kennels/runs, support spaces (latrine, tack room, grooming/screening, food prep), and full site utility infrastructure (electric, sewer, water, fiber optic).
2. Background & Problem Statement The current Military Working Dog (MWD) kennel facilities at JBSA are past their useful life, situated in a 100-year floodplain, and critically failing to meet Defense Health Agency (DHA) and statutory welfare standards. The lack of temperature-controlled environments, coupled with inadequate sanitation and ventilation, poses a direct risk to animal health and mission readiness for the DoW’s primary MWD breeding and training center.
The traditional Air Force MILCON process projects a construction completion timeline that is unacceptable given the immediate life-safety and mission-readiness risks. This AOI seeks an innovative partner to rapidly develop a comprehensive, site-specific, and constructible design package using non-traditional construction approach built on either an Engineered Tensile Facilities (ETF), Industrialized Construction (IC), 3D-printed or additive construction techniques, or a combination of non-traditional methods as the baseline structure with an anticipated life span of ~40 years. . This initial Line of Effort (LOE 1) Design & Planning: will focus exclusively on delivering a mature design and a firm, executable plan for the full construction effort.
3. Desired Objectives & Lines of Effort (LOEs)
The respondents must propose a solution using one or a combination of non-traditional methods in LOE 1: Design & Planning. The primary goal of LOE 1 is to produce a detailed, site-specific plan that enables a rapid and predictable approach for LOE 2: Physical Construction.
Proposed solutions for this AOI should focus on the following:
• Objective 1: Site-Specific Design Package. Develop a comprehensive set of constructable design packages for the required facilities at both Lackland AFB and Chapman Annex. This package must be tailored to the unique topographical, geotechnical, and utility conditions of each site.
• Objective 2: Integrated Systems Plan. Detail the specific HVAC and ventilation systems required to achieve 15 Air Changes per Hour (ACH), the acoustic dampening materials to mitigate noise, and the non-porous interior materials that meet sanitation requirements. The plan must show how these systems are integrated into the recommended solution/structure.
• Objective 3: Guaranteed Maximum Price (GMP) & Schedule. Produce a firm, open-book GMP and a detailed project schedule for the full construction of both facilities. This GMP will be based on the complete LOE 1 design and culminate in a collaborative negotiation of a GMP proposal.
• Objective 4: Risk Mitigation Strategy. Identify and develop mitigation plans for key project risks, including supply chain for materials, site access, and utility tie-ins.
4. Non-Negotiable Requirements for Final Design While this AOI is for LOE 1: Design & Planning, the final proposed design must achieve strict compliance with all relevant DoD and federal standards. The design package at the end of LOE 1 must adhere to:
• Animal Welfare: 9 CFR 3 (Animal Welfare Act) regulating indoor housing, temperature control and ventilation.
• Department Policy: DAFI 31-126 and DAFGM 2024-01 mandates for MWD facility design and veterinary requirements.
• Facility Criteria: Relevant DoD Unified Facilities Criteria (UFC) for structural integrity, life-safety codes, and base infrastructure tie-ins.
• Security & Access: Adherence to Anti-Terrorism/Force Protection (AT/FP) standards and all base access protocols for construction personnel.
5. Submission Guidelines & Evaluation Criteria
This AOI is a request for solutions that follow the multi-phased procedures outlined in the MACH1 Parent Notice: FA8903-OT-MACH1. The initial step is the submission of the Phase 1 Solution Brief to the Submission Portal: 772ESS.PKA.MACH1@us.af.mil
Phase 1: Submission Guidelines (Solution Brief):
Respondents shall submit a White Paper (Solution Brief), which is strictly limited to five (5) pages. The Solution Brief must include:
1. Title Page: Company Name, Title, Date, Point of Contact (Name, Email, Phone), and Address. Specifically identify this AOI. The title page does not count against the 5-page limit.
2. Executive Summary (1 Page Max): A concise overview of your team’s approach to delivering LOE 1 design and planning objectives.
3. Core Concept: Clearly describe your methodology for developing the site-specific design, integrating the technical systems (HVAC, acoustics, sanitation), and your strategy for arriving at a firm GMP and schedule. Include a high-level milestone schedule for completing this LOE 1 design effort.
4. Credentials: Provide a brief overview of the company, top-line gross sales/revenues, and go-to-market strategy. Include examples of at least three completed projects using Fabric Engineered Tensile Facilities (ETF), Industrialized Construction (IC), 3D-printed or additive construction techniques, or a combination of non-traditional methods within the past 10 years with a project value exceeding $20M.
Evaluation Criteria:
Phase 1 Solution Briefs (White Papers) will be evaluated on their own merit against the following criteria:
1. Technical Merit & Design Approach: How well the proposed concept addresses the core challenges of developing a site-specific, integrated design based on a structure resulting from non-traditional construction methods.
2. Speed to Design Completion: Confidence in the proposed schedule for delivering the full LOE 1 design package.
3. Company Viability & Experience: Demonstrated experience in designing and costing large-scale, complex facilities.
