About this opportunity
The National Park Service Northeast Region seeks construction of security upgrades at Lowell National Historical Park in Massachusetts, with proposals due June 24, 2026. This is a total small business set-aside. The procurement carries an estimated value between $1 million and $5 million and is not extended despite four amendments issued through June 11.
Place of performance is Lowell, Massachusetts, across four facilities: Boott Cotton Mill #6, Kirk Street Agent's House, Mogan Cultural Center, and Facilities Maintenance Building at 220 Aiken Street. Work comprises two base contract line items: CLIN 00010 covering installation of a Physical Access Control System and video surveillance system using GSA and FIPS 201 compliant components across all four facilities, and CLIN 00020 covering construction of security and egress doors at Boott Cotton Mill #6 (3rd and 5th floors) and the Counting House (Mezzanine). Four option items are available for exercise by August 31, 2027, covering additional work at individual facilities and fiber optic cabling upgrades. Contract performance runs from November 15, 2026 through December 31, 2027, with completion required within 411 calendar days from notice to proceed.
Technical scope for CLIN 00010 includes replacement of obsolete hand-keyed locksets and code-pad panels with new Johnson Controls C-Cure 9000 or approved equivalent access control software, HID pivClass card readers, multiuser workstations with RAID storage, UPS backup power (minimum 10 minutes), and video surveillance using fixed, panoramic, and fish-eye cameras. All systems leverage existing single-mode fiber backbone cabling and must comply with NIST cybersecurity standards (SP 800-53, FIPS 200) and Defense Authorization Act network isolation requirements. CLIN 00020 specifies NAAMM-HMMA 803 or SDI A250.8 Level 2 hollow metal doors with fire-resistant smoke-tight assemblies, mortise locks, exit devices with hold-open arms, and integration with fire alarm systems. Contractors must maintain building occupancy during construction, perform work during standard business hours (7:30 a.m. to 4:30 p.m. Monday–Friday) unless authorized otherwise, provide dust containment and temporary enclosures, and comply with historic preservation requirements including minimal disturbance to historic fabric. Davis-Bacon prevailing wage rates apply per General Decision MA20260001 (effective January 2, 2026) for Middlesex County and surrounding Massachusetts counties. The contractor must provide 12 months of post-completion maintenance including quarterly inspections and same-day emergency response for catastrophic failures.
Proposals must be submitted in two volumes via email: Volume I addressing technical approach, relevant experience and past performance (with emphasis on historic preservation, government standards compliance, interior renovation, foreperson credentials, and references), training and certifications, and security clearances; Volume II containing pricing (Standard Form 1442), bid bond, representations and certifications, and subcontracting percentage worksheets. Two mandatory site visits were held on May 5 and May 20, 2026; no additional site visits are planned. Offerors must acknowledge receipt of all four amendments (0001–0004 issued between May 7 and June 11) prior to proposal submission. Questions are accepted until June 17, 2026 at 5:00 p.m. EDT. Evaluation weighs non-price technical criteria (Factors 1–4) equally against price (Factor 5) for best value. The contracting officer is Samuel McKenzie, located at Boston National Historical Park, Charlestown Navy Yard, Building I-1, Boston, Massachusetts. NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors); PSC Z2JZ (Repair or Alteration of Miscellaneous Buildings).
