About this file
This is a Questions and Answers document for solicitation 140P4326R0009, issued by the National Park Service for security upgrades at Lowell National Historical Park.
The document addresses three clarification questions submitted by contractors regarding the construction of security and egress doors at the CH Mezzanine and Boott Mill #6 on floors 3 and 5. For the 3rd Floor Lobby, the government clarified that the non-loadbearing wall's top track fastens to an existing Heart Pine timber beam, with no ceiling demolition required. However, contractors must relocate or adjust existing surface-mounted electrical, HVAC control, and fire alarm conduits in this location. The area has no secondary ceiling system, with exposed structural timbers and wood decking above. For the 5th Floor Lobby at Boott Mill, the existing metal stud partition with gypsum wallboard will remain in place, with the scope excluding complete demolition and replacement per Note NC-3 on drawing sheet 4 of 4. Additionally, the solid wood baseboard trim specified in Note NC-4 is defined as a 4-inch wood base with ¾-inch thickness. The questions and answers were reviewed and responded to by David Michael Lieb, RA, Contracting Officer's Representative, on June 9, 2026.

Q31. On the “CONSTRUCT SECURITY AND EGRESS DOORS AT CH MEZZANINE + BOOTT MILL #6 / FLOORS 3 AND 5” drawings, sheet 2 of 4, detail 3 -Interior Elevation At 3rd Floor Lobby, what does the top of the new wall fasten into? Is any existing ceiling demolition required to fasten the top of wall framing? What is the existing ceiling assembly in this area? 1. The 3rd floor wall is non-loadbearing and the top track would fasten to the underside of an existing Heart Pine timber beam.
