About this file

This file is a Questions and Answers (Q&A) document for Solicitation Number 140P4326R0009 issued by the National Park Service for security upgrades at Lowell National Historical Park. The document addresses contractor inquiries related to two primary projects: LOWE 314055 and LOWE 335201, with Q&A responses dated June 10, 2026.

For LOWE 314055, key clarifications include: plywood mounting board requirements will be determined by actual equipment needs and reviewed in the field with the Contracting Officer's Representative (COR); only one new hollow metal door frame (Door #338) engages masonry partitions; dual project roles (superintendent, CQC Manager, SSHA Officer) may be permitted at the CO's discretion if the individual demonstrates requisite experience; monthly contractor performance evaluations are acceptable in lieu of PPQ Forms; pre-installation and as-built design package submittals fall under base CLIN 00010 and Options CLINs 00030, 00040, 00050, and 00060; the existing fiber backbone is Single Mode Fiber; spare conductors exist from the elevator machine room but are older Cat 5e/6 incompatible; and public use doors would remain unlocked during business hours to accommodate ADA-compliant standard push button activation while allowing access control during restricted times. For LOWE 335201, all scope of work shall remain in CLIN 00020 with CLIN 00060 designated as a separate Option Item #4. The document was reviewed and responded to by David Michael Lieb, RA, Contracting Officer's Representative.

PARK - PMIS: 314055 / 335201

PROJECT TITLE: The Na onal Park Service, Lowell Na onal Historical Park - Security Upgrades, SOCILITATION QUESTIONS 04: 06/10/2026

LOWE 314055

Q34. Please provide location and size of electrical/communication plywood mounting boards A34. Insufficient detail for your question. In general plywood mounting board requirements will be necessitated by the actual equipment needs in designated electrical and tele/data rooms. Specific mounting locations within those rooms may be reviewed in the field with the COR and as required by applicable codes and access requirements.

Q35. Pease identify quantity/ location of new hollow metal door frames the will be installed in masonry partitions A35. Please refer to Drawing A5.01, Door Schedule that identifies new and existing door frames. The only new door frame designated as HM that engages masonry is the jamb of Door #338, but the partition is GWB.

Q36. Will the contractors project superintendent also be allowed to perform the roll of the CQC Manager and the SSHA Officer for this project?

A36. Allowing dual roles would be at the discretion of the CO and dependent on the GC demonstrating that the submitted individual has the requisite experience for the specialized project scope of work.

Q37. Reference SUB FACTOR 2.5 of the technical proposal ; A reference that we plan to use are not allowed to provide written evaluations to other awarding authorities. This reference however provides monthly contractor performance evaluations on their projects. Will the government allow us to submit these monthly performance evaluations in lieu of PPQ Form ?

A37. Monthly performance evaluations are acceptable to provide to the CO.

Q38. As per B08_Attachment_1_-_LOWE_314055_-_Project_Specifications, Page 28 13 00 – 8 Section 1.6 Submittals (C.) “Provide a pre-installation and as-built design package in both electronic format and on paper, minimum size 1220 x 1220 millimeters (48 x 48 inches); drawing submittals shall be per the established project schedule.” Will the Government be creating a new CLIN for this requirement, or will it fall under CLIN 00010?

A38. The submittal requirement for LOWE 314055, Spec Section, 28 13 00, page 6;

Section 1.6 Submittals C. Provide a pre-installation and as-built design package in both electronic format and on paper,minimum size 1220 x 1220 millimeters (48 x 48 inches);

drawing submittals shall be per the established project schedule is a requirement of the base 314055 CLIN 00010, and the 314055 Options CLINs 00030, 00040, 00050, and 00060.

PROJECT TITLE: The Na onal Park Service, Lowell Na onal Historical Park - Security Upgrades, SOCILITATION QUESTIONS 04: 06/10/2026

Q39. Customers riser diagrams are showing 6 control panels for access control in building 600. Is there a particular reason for wanting 6 different control panels? This presents more points of failure for service reasons in the future. Would a control panel at the bottom ground floor and floor 5 be acceptable to manage the entire access control within building 600?

A39. If referencing Dwg E7.00 Fiber Optic Backbone Riser Diagram, 2/E7.00 Security Riser Diagram, please provide the quantity and location for access panels identified in the contract documents.

Q40 3. Based on CLIN 6 can you identify whether your existing fiber backbone is multi-mode or single-mode Fiber?

A40. Single Mode Fiber (refer to LOWE 314055 Solicitation Questions Q1) dated 5/21/2026.

Q41. Are the elevators in Building #6 of the Boott Cotton Mill equipped with a wiring harness travelling cable, or is the contractor to provide cabling? How many conductors are available if it currently exists?

A41. Please refer to Solicitation Question Q3 dated 05/21/2026. Additionally, There are multiple points on the elevator board. There are spare conductors from the elevator machine room to the elevators. The conductors are older so will not be Cat 5e/6.

Q42. Who is currently the elevator service company of record for your elevators in building #6 of the Boott Cotton Mill?

A42. Please refer to Solicitation Question Q24 dated 06/08/2026.

Q43. 6. How are you handling ADA compliant doors with access control and scheduled times to close a door? There is an inherent conflict between ADA compliance and access control door closure times for physical security purposes.

A43. In the event we have an employee with a disability that requires an accommodation for FOB activation in lieu of PAC card activation the system, we would add that component upon request.

Q44. 7. Does the Government have a procedure and protocol in place where a card reader is to be installed when an ADA compliant automatic door opener currently exists? A visitor does not have access to a card to release the door and then press a handicap button. This is an inherent conflict in many situations where both reader and ADA automatic door openers currently exist.

A44. Public use doors would be unlocked during business hours to allow for standard push button door opener activation.

Does the Government want us to replace Solicitation CLIN 60 per Attachment 2?

A45. All scope of work for LOWE 335201 shall remain in CLIN 00020. The references under 3.1 A, B, C and D should all reference CLIN 00020. CLIN 00060 is a separate Option Item #4.
