About this file

This is a Solicitation Questions and Answers document for National Park Service security upgrades at Lowell National Historical Park (Solicitation Number 140P4326R0009, PMIS 314055/335201), with responses issued on 05/21/2026.

The document addresses 17 clarification questions across two contract line items (LOWE 314055 and LOWE 335201). Key technical clarifications include: single-mode fiber between buildings requiring termination at most locations except Boott Mill 6; camera wiring specifications per Spec Section 28 20 00; conduit concealment requirements varying by building (painted at Boott Mill #6, within walls/ceilings at Kirk Street Agent's House and Mogan Cultural Center, exposed unpainted at 220 Aiken Street); access panel locations for hard ceilings coordinated with the Contracting Officer's Representative in the field; Level 4 drywall finish acceptability; and safety/security 12mm film application to both sides of new glazing at specified door openings. Operational requirements stipulate that contractors may use the freight elevator for materials and personnel during PAC unit control installation, while the passenger elevator remains restricted to non-construction use, and at least one elevator must remain accessible to visitors and park staff. Additional clarifications confirm that Bid Option A for closure hardware was completed by the Park in 2024 and should be deleted, and that bid options will be awarded based on fund availability and Government advantage rather than numerical sequence. The facility will remain operational during construction, requiring coordination of high-use times with NPS staff.

SOLICITATION NUMBER: 140P4326R0009

PARK - PMIS: 314055 / 335201

PROJECT TITLE: The Na onal Park Service, Lowell Na onal Historical Park - Security Upgrades, SOCILITATION QUESTIONS: 05/21/2026

LOWE 314055

Q1. Is the current Fiber between buildings already terminated and what type of fiber is it, single or multi. Contract Line Item #5 A1. The fiber between buildings is Single mode fiber. Not all strands are terminated. The contractor will most likely need to terminate the fiber. We believe the fiber is all terminated at the Boott Mill 6 side, but all other buildings (listed as options) will most likely require termination.

Q2. Cameras in Kirk Street Agents house are they wired with category cable or coax.

A2. Please REF. Spec Section 28 20 00 – page 20, 3.3.C.3.a.1) through 5) Kirk Street Agent’s House that outlines new construction scope of work items.

Q3. The travel cable in the elevators (Mogan and Boott Mills) do they have the extra conductions to facilitate the card access.

A3. Currently the Park is unable to verify if the Mogan Cultural center and Boott Mill #6 elevators have extra conductions to facilitate the card access. For the purposes of the solicitation contractors should proceed based on extra conductions being available to facilitate card access. If we can confirm before the end of the 60-day solicitation period, appropriate information will be distributed to offerors.

Q4. Do we need to tamper all junction boxes, pull boxes and cabinets (does this include card access or for something else) Part 3 Execution 3.2 Surge & Tamper protection B- Tamper Protection. Do we need to install alarms for this spec.

A4. The surge and tamper protection is for the PACs. Alarm monitoring requirements are identified in the project specifications.

Q5. Conceal conduit visibly where possible, paint to match celling color, how do they want us to conceal EMT in finish ceiling. Does this pertain to the job. This might be a follow up to your question during the walk through on does the pipe need to be painted?

A5. Response:

1. Boott Mill #6/CH – paint new exposed conduit to match existing ceiling color. For CAT6, white cabling can be utilized to blend into existing ceiling if exposed and not in cable trays.

2. KSAH – all new conduits and cabling shall be within walls/ceilings.

3. Mogan Cultural Center - all new conduits and cabling shall be within walls/ceilings.

4. 220 Aiken Street – new conduit and CAT 6 may be exposed, not-painted.

Q6. REFERENCE DRAWING A5.01; PLEASE CLARIFY SCOPE OF WORK UNDER

PROJECT TITLE: The Na onal Park Service, Lowell Na onal Historical Park - Security Upgrades, SOCILITATION QUESTIONS: 05/21/2026

Please note that the facility will remain operational during construction activities.

Contractors will need to coordinate high use times with movement of NPS objects, artifacts and materials. The passenger elevator will remain non-construction use for the duration of the project. During installation of the PAC controls for the two elevators will require at least (1) one elevator to always be accessible and usable by visitors, park staff and regional staff.

Q12. THE DOOR SCHEDULE CALLS FOR A NEW AUTO.DOOR OPERATOR AT

DOOR OPENING 101, WHICH CONFLICTS WITH DEMOLITION NOTE 8.1 ON

Q13. REFERENCE DRAWING A5.01; DESCRIBE WHAT THE DESIGNATION “RX”

FUNCTION THAT IS NOTED ON THE DOOR SCHEDULE?

A13. In building access control and life safety systems, the RX function refers to a Request-to-Exit (RTE) switch built into an exit device. It is a small internal microswitch (often SPDT) that detects when the push pad of a panic bar is pressed and sends a signal to the access control system.
