About this opportunity
The Department of Agriculture Forest Service is soliciting proposals for the Lovell Well Construction Project, which involves drilling a new potable water well at Mountain Springs on the Spring Mountains National Recreation Area within the Humboldt-Toiyabe National Forest in Nevada. The comprehensive scope of work includes mobilization, well drilling, well casing installation, concrete grouting, well screen placement, well accessories, well development, performance testing, and water analysis, with an optional item for well abandonment if needed. Contractors must demonstrate technical capability through an experience questionnaire and maintain active SAM registration to qualify for bidding. The evaluation will use a tradeoff process where technical factors are equally weighted and significantly more important than price, with awards based on comprehensive technical capability rather than lowest cost. Proposals are due August 15, 2025, at 12:00 p.m. Mountain Time, and the government has issued three rounds of questions and answers to clarify project requirements, with Amendment 0001 modifying certain technical drawings.
This solicitation is designated as a Total Small Business set-aside with an estimated contract value between $250,000 and $500,000. The contract period spans 60 calendar days with an anticipated start date of September 2, 2025, and completion by November 1, 2025. Key technical specifications include drilling a 450-linear-foot borehole with 8-inch steel casing, installing a 6-inch stainless steel well screen, and achieving a minimum performance capacity of 100 gallons per minute. Work will be performed in Clark County, Nevada, at coordinates 36°01'14.79"N, 115°33'39.03"W at an elevation of 4,700 feet, with the Forest Service constructing temporary access from Lovell Canyon Road prior to construction. Three companies attended the pre-bid site visit on July 16, 2025: Guardian DB Services, ABC Covin Drilling, and Chambers Choice Drilling, indicating active interest from qualified well drilling contractors. A bid guarantee of 20% of the bid price (not exceeding $3 million) is required with proposal submission.
