About this file
The document is a Questions and Answers (Q&A) document dated 7/21/2025 for the Humboldt Toiyabe Lovell Well Construction Project. The Q&A addresses four key contractor inquiries related to the well construction project, including water rights, access road conditions, and potable water availability. Key details include: (1) No active water right exists for the new well, though the Forest Service has Federal Water Rights for the basin, (2) The well decommissioning option is to abandon the new well if it does not produce required gallons per minute or has poor water quality, (3) There is only one access road to the drill site, which was deemed acceptable during the pre-bid site visit, and (4) The contractor is responsible for obtaining potable water, with the closest potential source being the town of Mountain Springs and its Volunteer Fire Station.

Lovell Well Construction Project
Questions and Answers 001 7/21/2025
1Q: Does an active water right exist for the project location?
1A: An active water right does not exist for the new well, the Forest Service does have Federal Water Rights for this basin.
2Q: If yes, can you provide the well log number or permit number for the existing well referenced in the optional abandonment scope?
2A: The well decommissioning option item is to decommission the new well that is drilled if it does not produce the required GPM or has bad quality.
3Q: The access road shown on the plans will not be suitable for any drill rig unless graded and compacted, I am sure that will be a raised question on the job walk for other contractors, I can see a suitable route which would be rainbow springs road (537F) to Forest trail 907 and cut directly to the well from there, can that be an option?
3A: There is no other access to the drill site, during the pre-bid site visit no contractors had issues with the current road.
4Q: Is there a water standpipe, or hydrants around the area of mountain springs for potable water for drilling? If so, who do we need to contact regarding water filling?
4A: The contractor is responsible for obtaining potable water, the closest option could be the town of Mtn. Springs, and the Volunteer Fire Station located there.
