About this opportunity

The Department of Energy, through Mission Support and Test Services, LLC (MSTS), is issuing an Expression of Interest and Request for Information to conduct market research on drilling a 24-inch outer diameter wellbore to 6,500 feet total vertical depth at the Nevada National Security Site near Las Vegas, Nevada, with responses due by November 12, 2026.

No set-aside applies. Work is performed at the Rock Valley Direct Comparison (RV/DC) site within the NNSS. The wellbore design specifies 56-inch conductor casing at 125 feet, 42-inch surface casing at 3,000 feet, 28-inch intermediate liner at 5,100 feet, and 24-inch production hole to total depth with the bottom 1,400 feet remaining open hole. Technical requirements include minimum 24-inch drift diameter, open hole depth of 5,100 to 6,500 feet TVD, dogleg severity under 3 degrees per 100 feet (localized under 1.5 degrees per 10 feet), and centerline deviation under 200 feet in any direction.

MSTS proposes a Time and Materials contract with a Master Agreement containing three options: Base Scope for design and engineering, Option 1 for long-lead items and rig modifications, and Option 2 for construction and drilling operations. Responses must demonstrate capabilities on similar projects completed in the past five years, provide technical approaches for casing running, dual-string reverse circulation design, Bottom Hole Assembly configuration, loss circulation programs, cementing, and logging capabilities. Responses must include a Rough Order of Magnitude cost estimate segmented by design and engineering, long-lead items, time and materials, rental items, personnel, consumables, and standby daily rates. All employees must be U.S. citizens. Responses in PDF format are submitted via email to Shawna Ham at HAMSL@nv.doe.gov; questions are due by 1:00 P.M. Pacific Standard Time.
