About this opportunity

The United States Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base seeks contractor logistics support (CLS) for the LITENING Comprehensive Advanced Targeting Pod (ATP) AN/AAQ-28 system. The contract will require the winning contractor to provide a comprehensive range of support services including availability support (both fixed and variable), site activation for CONUS and OCONUS locations, maintenance and aircrew training, engineering services, replenishment spares, hardware and software modifications, special studies and analysis, over-and-above repair services, support equipment, information assurance support, technical manuals, and travel support. The government intends to award this as a sole-source contract to Northrop Grumman Corporation in accordance with FAR 6.302-1, though responsible sources may submit capability statements for government review, and the government retains discretion to compete the contract based on responses received. The evaluation will assess the contractor's ability to maintain fleet availability at 92 percent, comply with AS9100 quality management standards, provide organizational-level maintenance support, and execute site activations. The original due date for proposals was September 12, 2025, though multiple amendments through June 2026 have adjusted proposal timelines, with the most recent consolidated amendment issued January 7, 2026.

This contract carries no set-aside designation and is structured as a ten-year Indefinite Delivery/Indefinite Quantity (IDIQ) agreement consisting of one 12-month basic period, four 12-month ordering periods, and an option for five additional 12-month periods, commencing January 2026 and running through December 2035. Northrop Grumman Corporation, located at 600 Hicks Road, Rolling Meadows, Illinois, is the current incumbent and the intended sole-source awardee, with a CAGE code of 26916. The government has established a minimum order value of $35,000,000, though the total maximum contract value is to be determined based on proposals received. The contract will support multiple military branches including the Air Force, Marine Corps, and Navy, as well as international partners including Spain and Italy. Key performance metrics include maintaining a minimum of 200 Mean Time Between Removals (MTBR) and conducting a maximum of two site activations per month. The Performance Work Statement establishes quality requirements per AS9100 Rev D standards and mandates that performance will primarily occur at Northrop Grumman's Rolling Meadows facility, with support for various international locations as needed.
