The Contractor shall provide an annual count of contractor/subcontractor personnel performing services and report all contract/subcontractor labor hours required for performance of services for each fiscal year. All data shall be reported
NLT 31 October of the following fiscal year.
Quality of CDRL deliverable
6.1 Data meets content requirements of the data item
description (DID). Data is marked and delivered
IAW the DD Form 1423-1. Data is compatible with Government information systems. Data must be accurate and complete with no more than two (2) major and five (5) minor deficiencies per CDRL submission. All deficiencies must be responded to within 7 calendar days upon notification.
Receipt of CDRL deliverable
6.1 CDRL deliverables shall be submitted via
Multiple-user ECP Automated Review System
(MEARs). There shall be no more than 5 late submission(s) of deliverables, in aggregate, per contract year. The Contractor shall notify the
Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the
Government.
4.2.1 Fleet Availability (FA) Rate:
FA is defined as the percentage of time during which all supported LITENING pods are available to support world-wide fleet requirements. The Contractor shall maintain fielded
LITENING pods at a FA rate of 92% for each user, as reported by approved Maintenance
Information System (MIS) during both peacetime and wartime operations, and for up to ten
(10) concurrent Outside Continental United States (OCONUS) sites, including deployed sites, and up to 45 total bases, provided the Government orders line items in accordance with
AS para 4.1 above, when operated within the defined environment and usage profiles. For pods conducting deployed operations in an AOR or scheduled to deploy and conducting range operations, a PnP datalink must be operable for the pod to be considered fully mission capable and thus attributable to the 92% FA rate listed above. The 45 bases exclude test sites and Simulation/Software Integration Laboratory (SIL). They will be calculated continuously at a quantity equal to all operating hours experienced by each Major Command (MAJCOM) during any ordering period, as measured by the MIS Fully Mission Capable (FMC) data for the CAF and other reporting for the USMC/Navy. A pod is not FMC when MIS status shows it is awaiting parts (AWP), Partly Mission Capable Supply (PMCS), Not Mission Capable
Supply (NMCS), or Not Mission Capable Both (NMCB), at the depot awaiting repair, at a user location awaiting repair (MIS status: Not Mission Capable (NMC) or Not
Mission Capable Maintenance (NMCM)), or in transit to/from depot (unserviceable). Non-
FMC time may include up to 24 hours of time between discrepancy discovery and part ordered, and up to 48 hours of time between receipt of part and pod repair. FA and AS will not apply to excluded assets to include GFE and units under test, or any other assets by mutual agreement between the Contractor and the Government. Verification, as required, of
Commented [AE5]: Confirmed with CM and the QASP chain, this cannot be changed. This is the measurement in which your CPAR will be written. So we WILL be looking at the quality of your CDRL Submissions...you PMs need to be ON IT and be careful. This section refers to you acknowledging you have a deficiency. You can correct that deficiency within 7 days with no penalty OR I can non-concur/disapprove on the CDRL and allow you the appropriate days per the CDRL submission to return for approval.
Commented [AE6]: This section says in aggregate. So all
DO submissions provided in that CY fall into this category.
There is no reason CDRL submissions should be late, and if they are, the USG should know well in advance. We will also have to ensure each DO has a CDRL delivery schedule embedded from here on out. We do a pretty good job of this anyway. Maybe not so good when ECPs are needed.
Commented [AE7R6]: AS required thus far in our system have been entered in as the end PoP date so NGC hasn’t had any issues. We can keep this as if in lieu of a CDRL delivery schedule in the DOs.
the achievement of the FA Rate of 92% will start 90 calendar days after receipt of order using data accrued starting from the date of contract award and will be tracked monthly.
Further, the FA is based on the CAF ship times of 18 calendar days CONUS and 26 calendar days OCONUS from the creation of a Return Material Authorization (RMA) until the
LRU/WRA arrives at the Contractor’s facility. The user time for the installation of the serviceable LRU/WRAs from the receipt at the supply point shall not exceed an average of
48 hours should the LRU/WRA be required for a pod. The pod status, record of events and
Elapsed Time Indicator (ETI) hours will be recorded by the MIS for the CAF, weekly reporting for the USMC/Navy and the Contractor. The Contractor shall meet periodically with the Government and the MIS personnel to discuss and resolve any differences in the data. The Government will provide the MIS recorded event records to assist the Contractor in the creation of improvements to reduce the Organizational (O)-level maintenance events.
An example calculation of FA per the definition is represented below – Where:
FA-Fleet Availability percentage
Assigned = (pods assigned to USAF fleet) as of the last day of week 1 Unserviceable = (pods unserviceable) as of the last day of week 1.
Example of FA Calculation:
80 pods assigned to USAF Fleet inventory as of the last day of week 1 = 80 pods
2 pods in Test as of the last day of week 1 = 2 pods
Pods Counted as of the last day of week 1= (80-2) 78 pods
10 pods down as of the last day of each week= 10 pods
Total Unserviceable= 10 pods
FA for Week 1= (78-10)/78 =87%
Similar calculations will be performed for every week and a monthly average will be computed using the weeks that comprise each month:
FA Week 1 = 87%
FA Week 2 = 89%
FA Week 3 = 92%
FA Week 4 = 92%
Month 1 FA = (87+89+92+92)/4 = 90%
