About this opportunity
The Defense Logistics Agency Aviation seeks to add three National Stock Numbers/Part Numbers to the existing Alpha VI Long-Term Contract through sole-source procurement from Raytheon Technologies Corporation (CAGE 05716), with proposals due January 14, 2027. This is an 8(a) sole-source procurement issued pursuant to 10 U.S.C. § 3204(a)(1) and FAR 6.302-1, as only one responsible source can satisfy the Government's requirements.
Place of performance is the United States. The three NSNs/PNs support the Patriot Missile System and other critical defense systems and will be governed by Umbrella Contract No. SPRBL1-25-D-0006 (awarded August 1, 2025) and the subsumable Alpha VI Contract No. SPRRA2-25-D-0016 (awarded September 26, 2025), which superseded the prior Depot Level Repairable contract. The NAICS code is 334412, Bare Printed Circuit Board Manufacturing; PSC is 5998, Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware.
The Government contemplates Firm-Fixed-Pricing for three years. Raytheon must submit written notice of intent within five business days and a complete proposal including detailed cost and pricing data with Microsoft Excel files containing ProPricer system-generated cost breakdowns, labor categories, materials, equipment costs, and indirect expense rate documentation. Proposals must include proposed order sizes, delivery schedules, Minimum Order Quantities, and Best Estimated Quantities for each part. Raytheon may propose alternative sole-source parts with equal form, fit, and function along with obsolescence justification and may identify items as "Single Purchase" with limited availability. First Article Test and Production Lot Test requirements may be waived for specified parts. Proposals must remain valid for a minimum of 180 days. Raytheon shall assert any restrictions on technical data rights in accordance with DFARS 252.227-7017 and must identify organizational conflicts of interest, comply with DPAS rating system protocols, and participate in the DoD Test Program for Comprehensive Subcontracting Plans with DCMA.
