About this opportunity
The Library of Congress is procuring comprehensive audiovisual system upgrades for the Mary Pickford Theater located in the James Madison Memorial Building through Solicitation 030ADV25R0046. The project involves removing existing inoperable equipment and installing new audiovisual infrastructure including speakers, microphones, control systems, projector screens, PTZ cameras, equipment racks, and custom lecterns while preserving the theater's architectural integrity and maintaining its two 35mm film projection capabilities. The contractor must provide personnel with CTS and Q-SYS certifications and implement a Q-SYS control system, with the Library explicitly rejecting Crestron or AMX automation systems. The government will evaluate proposals using a best value trade-off approach, weighing technical approach, management and staffing plan, corporate experience, and past performance more heavily than price. Following Amendment 0001, the proposal submission deadline has been extended to September 2, 2025 at 12:00 PM EST.
This procurement does not utilize any set-aside designations and is structured as a firm fixed-price contract with a base period running from September 19, 2025 to September 10, 2026, plus optional line items for additional equipment upgrades. The project includes substantial government-furnished equipment inventory, particularly extensive Shure ULX-D wireless audio systems comprising 16 antennas, 20 receivers, and 86 various wireless microphones with associated charging equipment. Key deliverables span from site survey and system design completion by January 31, 2026, through hardware installation by August 31, 2026, followed by a one-year warranty period extending to September 9, 2027. All work will be performed at the Library of Congress facility in Washington, DC, with the theater serving the Moving Image Research Center for film screenings, lectures, and hybrid meetings while maintaining its role as part of the national monument to President James Madison.

The James Madison Memorial Building, part of the Library of Congress complex is the national monument to the fourth U.S. president, James Madison. The building opened in 1980, and on the third floor, houses the Mary Pickford Theater. The Moving Image Research Center hosts film screenings at of classic and contemporary movies and television shows. Some components of the current system are inoperable or in need of replacement. In its current capacity, the Pickford Theater also supports lectures, and hybrid meetings in addition to the film screenings. This audiovisual upgrade project will modernize the visual, audio, and infrastructure elements in the theater and its control booth. The architectural integrity of the theater will be preserved, and any upgrades required must not impact the current look and feel of the theater. The theater’ physical design and the two 35mm film projection capabilities must not be altered. Current wall and ceiling penetrations, and cable paths will be re-used to the extent possible. The contractor must identify the need for proposed new surface mounting points, and submit these to the Library for approval, by the Architect of the Capitol (AOC) and the Space Utilization Planning & Design (SUPD) office of the Library. Currently the L. Qunicy Mumford Room of the Library has been upgraded to a Q-SYS control system. The Library will not incorporate any solution that proposes Crestron or AMX automation systems.
