About this file
This is a Library of Congress Request for Proposals (RFP) for an audiovisual system upgrade of the Mary Pickford Theater in the James Madison Memorial Building. The project involves removing existing audio/video infrastructure and installing new equipment, including a custom lectern, wireless microphones, PTZ cameras, control systems, speakers, projector screens, and optional upgrades like digital projectors. Key requirements include CTS-certified personnel, Q-SYS system programming, and integration of government-furnished legacy video equipment.
The solicitation (030ADV25R0046) was amended to extend the proposal due date from 8/27/2025 to 9/2/2025, revise the Statement of Work based on vendor questions, and update attachments. The contractor must provide a comprehensive audiovisual system that preserves the theater's architectural integrity while modernizing its technical capabilities. The project includes a one-year warranty and requires detailed documentation, including "as-built" wiring diagrams. The Library of Congress will provide some existing audiovisual equipment to be integrated into the new system.

Statement of Work
C.1 OVERVIEW / BACKGROUND
The James Madison Memorial Building, part of the Library of Congress complex is the national monument to the fourth U.S. president, James Madison. The building opened in 1980, and on the third floor, houses the Mary Pickford Theater.
The Moving Image Research Center hosts film screenings at of classic and contemporary movies and television shows.
Some components of the current system are inoperable or in need of replacement. In its current capacity, the Pickford Theater also supports lectures, and hybrid meetings in addition to the film screenings. This audiovisual upgrade project will modernize the visual, audio, and infrastructure elements in the theater and its control booth. The architectural integrity of the theater will be preserved, and any upgrades required must not impact the current look and feel of the theater. The theater’ physical design and the two 35mm film projection capabilities must not be altered. Current wall and ceiling penetrations, and cable paths will be re-used to the extent possible. The contractor must identify the need for proposed new surface mounting points, and submit these to the Library for approval, by the Architect of the Capitol (AOC) and the Space Utilization Planning & Design (SUPD) office of the Library. Currently the L. Qunicy Mumford Room of the Library has been upgraded to a Q-SYS control system. The Library will not incorporate any solution that proposes Crestron or AMX automation systems.
