Question #SectionPageQuestionLibrary Response
1Section A, Block 10pg 1Please provide the applicable NAICS code and small-business size standard, which are blank in Block 10, and confirm whether this acquisition is unrestricted. The NAICS code is posted at the top of the SAM.gov posting showing NAICS: 519210 Libraries and Archives

This acquisition is not restricted to small businesses.

2 Section B.1 and FAR 52.212-5(c)) pg 4 and 32 Section B.1 states "Fixed Price with Economic Price Adjustment," while FAR 52.222-43 does not appear to be selected in the FAR 52.212-5(c) clause list. Please clarify whether contract unit prices may be adjusted if the applicable Service Contract Act wage determination is revised during the contract period. There is no Economic Price Adjustment for this contract, only the Service Contract Act.

CLIN 0001 is marked as "Firm Fixed Price with Economic Price Adjustment." This is an error caused by the Library's new Contract Writing System and cannot be changed. Please see notice added to Section B.2 Contract Type.

3B.3pg 4B.3 states orders "may be placed for estimated pages at fixed unit prices," while the price table and Section C.5.1.2 price by inventoried reel. Please confirm the unit of measure is the reel.Task orders will be placed in batches of reels. This text has been deleted.
4Section C and L.6; Attachement J5pg 6 and 60Section C anticipates 5,000 to 10,000 reels a year. Please confirm the estimated quantity per ordering period used in Attachment J3 to compute the total evaluated price. How does this relate to the initial quantity of 14,086 reels? Is there an established production schedule or expected weekly throughput?Section C in the Statement of Work has been updated to reflect a change to a max of 15,000 reels. Specific requirements and numbers of reels to be completed will be identified in individual task orders issued under this contract and may vary per order. The set quantities are not known at this time.

No, there is not a set number of batches to be completed each week. Invoicing shall be made by per-reels processed.

5 Section C pg 6-10 Is this a new requirement or a follow-on? If a follow-on, please provide the prior contract number, the number of reels inventoried per year, and the historical contractor staffing level. Incumbent Contractor: Zimmerman Associates Inc.

Contract: LCLSP17D0058 IDIQ Ceiling: $1,000,000.00

No other information is being offered about the incumbent or their work effort which shall not be shared with the new business.

6 Sections C.4.3 and C.4.4 pg 10 The Project Manager is required to be on site and Inventory Clerks "may" be provided. Please confirm whether the Project Manager must be on site full time, whether the Project Manager may also perform inventory work, and whether there is a minimum number of clerks. May the contractor provide that individual through a subcontracting arrangement?

No, the Project Manager does not have to be on site at all times.

Yes, the Project Manager may perform inventory work, but they cannot double bill for hours worked if they also perform inventory work.

There is not a minimum number of clerks required.

Yes, subcontractors are allowed.

7 Section C pg 6 The contractor determines its hours of operation. Please state the hours the Adams Building Microform Vault and work areas are available to contractor staff and the maximum number of contractor staff that can be accommodated at once. Please see page 17 Sections F.1 The Library’s standard operating hours are from 8:30 AM through 5:30 PM, Monday through Friday, excluding Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings. Contractors may extend working hours from 6:30 AM to 6:00 PM if demonstrably adequate supervision is provided and all quality assurance metrics are within contract ranges. The contractor shall coordinate with the COR for any work to be conducted at Library facilities.

Since a lot of the work is computer based, a desk is required. There are 3 work stations, thus a maximum of 3 contractor staff can be accomodated. The Library anticipates it will take less than 3 people to fulfill this contract.

8Sections C.5.3 and G.3pg 11 & 20May the contractor submit invoices monthly or upon acceptance of completed batches of microfilm reels, or is payment permitted only upon completion of an entire task order? The contractor must submit invoices for payment upon delivery and successful performance of all work processed in each task order at the unit prices in Section B of this contract. Invoices will be submitted monthly for the number of reels processed.
9Section H.6pg 24Section H LC52.204-4 CONTRACTOR EMPLOYEE FITNESS anticipates a minimum of two weeks for background processing. Please confirm whether contractor staff may begin work after a favorable preliminary check or must wait for final adjudication, and whether processing time affects the March 2, 2027 start.Due to the nature of certain reels and the associated security requirements, contractor personnel will be required to receive full clearance and final adjudication before beginning work. The March 2, 2027, start date remains our anticipated start date.
10Section L.6, Volume 3pg 59Please confirm whether references for a proposed subcontractor will be accepted and how an offeror with no relevant past performance will be rated.Yes, subcontractors references will be accepted.

Offerors with no relevant past performance history will be treated as neutral.

11 Section L.6, Volume 2 pg 59 Please confirm whether a letter of commitment is required for a proposed Project Manager not currently employed by the offeror, and whether Volume 2 has a page limit. A Letter of Commitment is not required by the Library. However, it may result in your Key Personnel being rated more favorably. Especially if it is for a subcontractor.

Volume 2 for Key Personnel Resumes does not have a page limit and there is not a page limit per resume. Full resumes MUST be submitted; summary's wil not be accepted.

12Attachment J1; clause 52.222-41Please identify the wage determination labor categories the Library considers applicable to the Project Manager and Inventory Clerk positions.Offerors are free to propose whatever labor categories they feel necessary to complete all work ordered under this IDIQ. Please see the updated text in Sections L and M regarding Pricing.
13Attachment J5: Section L.6pg 58Please confirm whether the corporate experience of a proposed subcontractor or teaming partner will be considered, and whether experience of the proposed Project Manager gained before joining the offeror may be presented.Yes, this will be accepted for both.
14Attachment J5: Section L.6pg 58Is the initial order of 14,086 reels shown in Attachment J5 expected to be issued at contract award? Please confirm the quantity, start date, and duration of the initial order described in Attachment J5. What is the expected performance period and funded amount of that initial order? The 14,085 reels is a sample amount used for pricing the task orders. The actual initial order may be different.

The initial task order will be issue at the same time as the IDIQ award.

The exact quanitity, period of performance, and funding for the initial order is unknown at this time and will be based off the competitive prices and the availability of Congressionally appropriated funds. Thus is the nature of IDIQ contracts.
