About this opportunity
The Library of Congress National Library Service for the Blind and Print Disabled is soliciting proposals for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide Braille transcription services using automated Braille translation software for English and Spanish materials. This procurement will be conducted under FAR 13.5 procedures using a Best Value Trade-off (BVTO) evaluation method, with offerors required to submit three-volume proposals covering Technical Approach, Past Performance, and Price. Key contract requirements include producing digital braille files with quality assurance review by certified Unified English Braille (UEB) transcribers, adhering to National Library Service technical specifications for file packaging and delivery, and demonstrating braille production experience. Evaluation factors include Technical Approach, Corporate Capability, Management and Staffing, Production Capacity, and Past Performance, with technical factors weighted more heavily than past performance, supplemented by a 10% price preference available to qualifying non-profit organizations focused on services for blind and print-disabled persons. The deadline for offeror questions was December 5, 2025, with responses posted as an amendment, and proposals are due January 6, 2026, at 12:00 PM EST.
This procurement includes no set-aside designations and does not reference any current incumbents. The contract carries a minimum value of $5,000 and a maximum value of $5,000,000, with the Library estimating transcription of approximately 100,000 braille pages in English and 25,000 pages in Spanish annually, translating to an estimated yearly pricing of approximately $125,000 for each of two ordering periods. The contract will run from March 17, 2026, through March 16, 2028, with flexible ordering terms appropriate to the Express Braille pilot program nature of the acquisition. Place of performance is the United States, with contractors required to deliver electronic braille files via secure file transfer protocols to the NLS upload server and coordinate through the Producer Data Exchange web application. The estimated book volume is uncertain, potentially ranging from five titles per week to five titles per month, with the contract to be used on an as-needed basis.
