About this file
This is a Request for Proposals (RFP) from the Library of Congress for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Express Braille Transcription services. The contract will run from March 17, 2026 to March 16, 2028, with two ordering periods, and has a minimum value of $5,000 and a maximum of $5,000,000. The National Library Service seeks a contractor to provide braille transcription using automated Braille Translation Software for English and Spanish materials, producing digital braille files that will undergo quality assurance review by a certified Unified English Braille (UEB) transcriber.
The solicitation is a best value trade-off competition using FAR Part 13.5 procedures. Offerors must submit three-volume proposals: Technical, Past Performance, and Price. Evaluation factors include Technical Approach, Corporate Capability, Management and Staffing, Production Capacity, Past Performance, and Price, with technical factors being more important than past performance. The Library estimates transcribing approximately 100,000 braille pages in English and 25,000 pages in Spanish per year, with an average book length of 462-500 braille pages. Non-profit organizations may receive a 10% price preference if their activities primarily concern services for blind and print-disabled persons.

Express Braille Production Pilot
C.1 Background
The National Library Service (NLS) provides reading materials in audio and braille formats to U.S.
residents and U.S. citizens living abroad who are unable to use conventional print materials because of visual and physical limitations. NLS has over 170,000 audio and braille titles in its collection and adds over 5,000 titles annually. NLS provides a collection of reading material in braille and audio formats, which it makes available to residents of the United States and American citizens living abroad who cannot hold, handle or read standard print material because of a temporary or permanent visual or physical limitation.
For historical context, NLS produced approximately 400 braille titles in fiscal year 2024. The average standard braille book NLS produced was between 462-500 braille pages. To date, the library has never procured braille using an express braille transcription model.
C.2 Scope
The contractor shall provide braille transcription using an automated process via Braille Translation Software for the National Library Service for the Blind and Print Disabled.
C.3 Specifications for Express Braille Transcription
The contractor shall perform all work in full compliance with NLS Specifications 800, 806, and 1207, including any subsequent documents referenced within said specifications. Specifications shall be applied to transcribe both English and Spanish. Specifications are comprehensive for all NLS braille (BR) file submissions. The contractor shall apply the appropriate elements of the subject specifications which are relevant to this effort, as outlined in section C.3.1.
A list of specifications and supplemental guidelines are provided in Section J. All NLS Specifications and guideline documents can also be found at:
https://www.loc.gov/nls/about/organization/standards-guidelines/contract-specifications/.
See Attachment 5 – Braille Transcription Definitions for a list of definitions.
General Workflow
NLS shall provide source material for transcription to include (but not limited to), physical print books (less than 15% of books assigned will be print books), pubs, word documents, text files, PDFs and
HTML. NLS will deliver all digital source material to the contractor prior to the start date of each order.
The contractor shall confirm receipt of the source materials within 48 hours of delivery.
The contractor shall utilize braille transcription software to transcribe from the provided source material provided by NLS.
Upon transcription, the contractor shall package the files as digital braille files (BRF) which will undergo a quality assurance review by a certified Unified English Braille (UEB) transcriber.
Once the files have undergone a quality assurance review, the contractor-produced files shall then be delivered to NLS in accordance with specifications outlined in Section J attachments specs 800, 806 and 1207.
Upon delivery and NLS quality review and acceptance, the contractor may invoice for the delivery.
*Braille pages may fluctuate. All orders shall be issued based on estimates. However, as a book approaches completion, the contractor shall notify the COR with the final number of braille pages so they can be modified within the order.
C.3.1 Specification 800 - Braille Book and Pamphlets
The contractor shall transcribe the NLS-provided source material (using braille transcription technology) as specified in the Production Authorization Record (PAR) in compliance with NLS Specification 800. See paragraph C.6.2 for additional information on the PAR.
C.3.1.1 Braille Transcription
The contractor shall transcribe the source material in accordance with NLS Specification 800 and any special instructions provided on the PAR provided by NLS.
C.3.1.1.1 Tables and Columns
When all rows and columns of a table will fit within the braille line, the contractor shall use standard tabular format. Vertical division or keying may be used to achieve this format. If standard tabular format cannot be used, the contractor shall employ linear format.
However, if either of the above choices would clearly limit the usability of the table by the reader, the contractor must contact the Contracting Officer Representative (COR) for instructions.
C.3.1.1.2 Unified English Braille (UEB)
For all transcription (English and Spanish), the contractor shall follow the UEB guidelines set forth by the International Council on English Braille (ICEB), located at http://www.iceb.org/ueb.html.
C.3.1.1.3 Special Symbols
The contractor shall use special symbols when the literary code does not provide sufficient format guidance. When in doubt, the contractor shall contact the COR for instructions regarding such materials. See specification 800 for additional guidance.
C.3.1.1.4 Packaging of Electronic Braille Files
The contractor shall package the electronic braille files and associated metadata in compliance with NLS Specification 806.
C.3.1.2 Specification 1207
The contractor shall upload the electronic braille files and associated metadata in compliance with NLS Specification 1207.
C.3.2 Transcription of Foreign Language
NLS may require transcription in languages other than English. The contractor shall follow the UEB code requirements of Section 13 in The Rules of Unified English Braille as well as any applicable World Braille Usage standards.
C.3.3 Warranty
The contractor shall replace materials (and make corrections to BR files) that do not conform to the contract requirements for a warranty period of two years. The warranty period shall extend to the last day of the twenty-fourth month after which the material was approved by NLS.
C.3.4 Retention of Government Property
C.3.4.1 Physical and Digital Production Materials
The Library of Congress owns all physical and digital materials produced under this contract. The contractor shall securely dispose of any physical and digital materials after the warranty period;
however, the contractor shall remain responsible for the requirements and specifications regarding replacement of defective materials. The contractor shall present a disposal plan to the COR for approval at least 14 days prior to disposal following the end of the warranty period.
C.3.4.2 Source Material
All source material is the property of the Library of Congress. The contractor shall retain the source material until the expiration of the warranty period. The contractor shall securely store source material until the expiration of the warranty period and ensure that the source material is not used for any purpose other than contract fulfilment. The contractor shall bear all associated storage and maintenance costs. After the warranty period, the contractor must return, at its expense, all print source material to NLS, or the contractor must destroy the print source materials in a method approved by the COR. Production Time Standards and Schedule
C.4 Production Time Standards
The COR shall use the Estimated Production Timetable (ESTPT) to determine the due date for each complete submission package. For each title assigned, NLS will provide an electronic PAR, to be retrieved by the contractor, through the Producer Data Exchange (PDE) website.
C.4.1 Braille Book Estimated Production Time (ESTPT) Table
NLS will base the delivery schedule on the book’s estimated number of pages. All books will be standard non-difficult books with no-rush requirements. Should the contractor require more time, the contractor shall submit a written request to the COR. The COR may approve or disapprove the request. The ESTPT table shall apply to both English and Spanish transcriptions.
Estimated Braille Pages No. of Days for Production and
Submission

C.4.2.2 Receipt and Acceptance
NLS will review and accept or reject the complete submission package (deliverable) within seven (7) days of receipt. NLS will provide the results of the review to the contractor through the PDE or any other electronic means of communication available (including, but limited to, phone and email). If the contractor has not received the results of the review within seven (7) days, the contractor shall contact the COR.
C.4.3 Quality Standards
The contractor shall perform quality control inspections of all work performed as required by each specification. The inspections shall be conducted in accordance with the contractor’s final quality control plan. The contractor shall document and retain the documented inspection results. The contractor shall provide the inspection results to NLS upon request.

The COR will evaluate such requests and promptly notify the contractor of his approval or disapproval thereof in writing.
If the CO determines that the key personnel’s replacement is not suitable for the position, and if the contractor cannot replace the key personnel in a timely manner, the CO may terminate the contract for default or for the convenience of the Government as appropriate. Or, at the CO’s discretion, the CO may adjust the contract price downward to compensate the Government for any resultant delay, loss, or damage, in accordance with FAR 52.243-1.
C.5.3 Braille Quality Assurance Transcribers Qualifications (For QAS Review ONLY)
The contractor shall assign braille transcribers to perform quality assurance of the Express braille files. At a minimum, these transcribers shall be UEB certified and have at least two (2) years of braille transcription experience.
C.6 Government Furnished Materials C.6.1 Print Copies, BOPF, and Access to the PDE
NLS will provide the contractor with two print copies, or an electronic version of the source material, for each title assigned to the contractor, along with the bibliographic information (metadata) required for the package file (BOPF). NLS will also provide the contractor password access to a PDE website.
C.6.2 Production Authorization Record (PAR)
For each book assigned, NLS will provide an electronic PAR, to be retrieved by the contractor via the PDE. This record provides detailed information and instructions specific to the individual book. The contractor shall use the information provided in the PAR. If, in the opinion of the contractor, the PAR requires revision, the contractor shall submit proposed changes in writing to the COR for approval.
Approved changes to the PAR will be incorporated into the PAR by NLS and will be communicated to the contractor in writing.
If NLS rejects any of the proposed changes, NLS will provide written notice to the contractor. The contractor is responsible for the accuracy of the PAR and must report any inaccuracies it identifies to the COR. NLS will reject any erroneous final products that are delivered to NLS.

Unauthorized or inappropriate use may be grounds for termination or other contractual remedy.
(2) Privacy Policy. No one has the right to privacy while using any Library computer system, including internet or email services. Usage may be monitored.
(3) Level of Access. The Library’s Host Office will determine the level of access to the Library’s IT equipment, staff and software needed to successfully perform under this contract. Access may include, for example, email, word processing, internet, and intranet.
(4) Mandatory IT Security Training. Contractor staff must successfully complete mandatory information systems security training and access forms prior to use of or access to any of the Library’s digital assets.
(a) The required training is available on the Library’s learning management system, LOC Learn, at https://www.loc.gov/extranet/cld/. Library staff will provide further instructions upon onboarding.

H.4 LC52.204-4 CONTRACTOR EMPLOYEE FITNESS (SEP 2024)
“Contractor employee fitness” means fitness based on character and conduct for work for or on behalf of the Government as a contractor employee.
Work under this contract is unclassified. However, the Library of Congress shall conduct background investigations of contractor personnel who will have 1) regular, ongoing, unescorted access to the Library’s buildings, grounds, or collections, 2) access to Library information technology systems, and/or 3) access to Library information not available to the public, including information determined to be Controlled Unclassified Information (CUI), to ensure they meet basic standards of honesty and trustworthiness pursuant to Library regulations. The Library does not determine the fitness of employees to work for the contractor firm that hires them. The Library’s interest is in determining whether contractor personnel should be granted greater access than the general public to Library facilities, Library information technology systems, and/or non-public Library information.
(1) Any access to non-public Library facilities, Library information technology systems, and/or non-public Library information will require a contractor employee fitness determination. All initial, existing, and reciprocal contractor employee fitness determinations will be subject to continuous vetting. Continuous vetting will vary based on position risk level. An example of continuous vetting is outlined in Trusted Workforce 2.0 (https://www.performance.gov/trusted-workforce/ and https://www.dcsa.mil/Personnel-Security/Continuous- Vetting/).
(2) A favorable contractor employee fitness determination requires completion and successful adjudication of a security application request (release forms, fingerprints, and a full background investigation). To facilitate the fitness determination, the prospective contractor employee shall submit to the Library complete and accurate information as identified on the National Background Investigation Services (NBIS)’s eAPP (https://eapp.nbis.mil) or other system as provided by the Personnel Security Division (PSD). Contractors should anticipate a minimum of two weeks for the process, provided all requested information is timely, accurate and complete and that no adverse information is received. A background investigation generally will require that the candidate has cumulatively resided in the United States for at least three of the past five years. This requirement is subject to certain exceptions assessed on a case-by-case basis by PSD in accordance with established federal personnel vetting standards.
(3) After the contractor employee fitness determination, each contractor employee with a favorably adjudicated background investigation shall be enrolled in and subject to the Library’s continuous vetting process. Enrollment in the Library’s continuous vetting process also requires enrollment in the Federal Bureau of Investigation (FBI) Record of Arrest and Prosecution Background (“Rap Back”) program, which provides the Library with notification of any criminal activity by the enrollee. Upon enrollment in Rap Back, the Library shall provide each enrollee with a notification of their rights with respect to the collection and use of their fingerprints and to the accuracy of the information obtained from Rap Back, as well as a copy of the FBI Privacy Act Statement that describes how FBI may use their fingerprint images.
(4) The fact that the Library may conduct background investigations and continuous vetting on assigned contractor personnel does not relieve the contractor of the responsibility to provide qualified, reliable personnel of sound character and conduct. This includes providing contractor personnel who can maintain compliance with the Library’s requirement of a drug-free workplace and federal laws regarding controlled substances (see the Controlled Substances Act, 21 U.S.C.
§ 801 et seq. for the definition of controlled substances). In the event that drug testing is required for a contractor employee to obtain a favorable fitness determination, the contractor will be responsible for bearing the costs of such testing, conducting the testing in a manner consistent with federal vetting standards, which are based on the testing protocols published by the Substance Abuse and Mental Health Services Administration (SAMHSA), and providing the results to the Library.
(5) The Library may require removal of contractor staff from Library facilities and revocation of access to Library information technology systems and non-public Library information if investigative results raise concerns regarding a contractor employee’s fitness or the contractor employee is non-compliant with the Library’s instructions or requests for information during the vetting process. In such cases, the Contracting Officer (CO) or Contracting Officer Representative (COR) will notify the contractor of the unfit determination and need for the contractor employee to return all government equipment such as badges, keys and network tokens if issued. Contractor management staff may be required to escort the contractor employee from Library premises.
(6) The contractor will ensure the COR and CO are notified of all changes to those contractor personnel performing work on this contract that require non-public access.
(End of Clause)
H.5 LC52.237-1 KEY PERSONNEL (AUG 2014)

At least 30 days prior to diverting any of the specified individuals to other programs or contracts or as soon as possible if an individual must be replaced, for example, as a result of leaving the employ of the contractor, the contractor shall notify the contracting officer and identify proposed substitutions. No diversion or substitution shall be made by the contractor without written consent of the contracting officer.

(i) The Contractor shall ensure that all Library information that is labeled “Security Category: Moderate,” “Security Category: High” and “Limited Official Use Only” is encrypted using a Federal Information Processing Standards Publication (FIPS) 140-3 validated application configured in FIPS mode. This includes information stored on internal hard drives and removable devices (e.g., CD-Rs, flash drives, etc.).
(j) The Contractor must provide a written list of anti-virus, anti-spyware, firewall, encryption products, versions and proof of licenses, along with the automatic operating system patching status, MAC address (if applicable) and user name for each system being used to process Library information. Patching shall include Operating System packages and third party software installed on any systems accessing the Library Networks.
(k) In accordance with NIST SP 800-61 (rev 3) or current version, the Contractor shall report to infosec@loc.gov, the Contracting Officer, and the COR any adverse events that are computer security related or computer security incidents (adverse events and computer security incidents as defined in NIST SP 800-61 (rev 3) or current version) concerning Library CUI within 24-hours of its discovery. The contractor shall coordinate its response to such an event or incident with the Library.
(l) The Contractor shall not provide any government-furnished non-public documents, information, or licensed material in any form to anyone other than the Contracting Officer, the COR, or the Library of Congress Project Manager without the written approval of the Contracting Officer, the COR, or the Library of Congress Project Manager during the period of this contract or at any time afterwards.
