About this file

This is a federal solicitation (RFP) from the Library of Congress for braille transcription services. The solicitation (030ADV25R0052) seeks a contractor to provide braille transcription, proofing, pressing, collating, binding, packaging, and shipping services for National Library Service (NLS) titles. Key submission requirements include a three-volume proposal: Technical Proposal (25-page limit), Past Performance, and Price Proposal. Offerors must submit detailed technical approach, quality control plan, corporate capability, management/staffing information, and production capacity.

Proposal submissions are due electronically to specific email addresses, with a maximum 20MB file size. The Library intends to award without discussions if possible. A unique non-profit preference policy exists, where qualifying non-profit organizations focused on services for blind and print-disabled persons may receive a 10% price reduction. Offerors must propose prices for each ordering period, with partial pricing rendering a proposal non-responsive. The solicitation follows FAR Part 13.5 procedures, and the contract will be administered by the Contracts and Grants Directorate of the Library of Congress in Washington, DC.

SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

L.1 LC52.215-1 PROPOSAL SUBMISSION INSTRUCTIONS - BEST VALUE TRADE-OFF

L.1. General Information to Offerors

This section discusses general submission instructions and proposal requirements. Offerors must comply with the submission instructions specified in the solicitation. The Library has the right, at its discretion, to determine an offer ineligible for award if an Offeror does not comply materially with the submission instructions.

This solicitation is being issued in accordance with FAR Part 13.5 and the Library of Congress Federal Acquisition Regulations (LCFARS).

L2. Proposal Submission Instructions

Businesses shall submit their proposals to Jennifer Zwahlen, Contracting Officer, at jzwa@loc.gov and to Lianne Carroll, Contract Specialist, at lcarroll@loc.gov. Proposals are due no later than the closing date listed in Block 8 on the first page of this solicitation. At the Library's discretion, proposals received after the proposal response due date and time may not receive further consideration. Offeror must not submit zipped files. The email containing the proposal must have the RFP number in the subject line (030ADV25R0052). The total maximum file size of all attached files cannot exceed 20MB due to restrictions on the LOC’s email system. If needed, businesses may submit multiple emails and ensure they are clearly identified (for instance: email 1 of 5; email 2 of 5, etc.). The proposals must include the solicitation number, business name, mailing address, telephone number, and SAM UEI number. The proposal must provide the name of offeror’s point of contact and their email address and phone number.

Proposals shall be submitted electronically in either Microsoft Office or Adobe formats. Each page must be numbered and labeled with the name of the offeror, the solicitation number, proposal section number, and a unique proposal number. The format for all documents must be 8.5 x 11-inch pages, single-spaced, 1-inch margins, Times New Roman 12-point font in text. Cover pages, tables of contents, and Key Personnel resumes do not count toward the 25-page limit.

Questions are due no later than 12/05/2025 at 12:00 PM, Eastern Time. It is the Library’s intention to provide an award without engaging in discussions/clarifications if possible, so questions regarding all aspects are highly encouraged. All questions and answers shall be provided to all potential offerors as an amendment to the solicitation. The Library reserves the right not to answer questions received after the Question due date; however, it reserves the right to answer questions received after this date at the Library’s discretion.

Late questions must be substantive, pertinent to the solicitation, and must not duplicate questions already answered in the Q&A responses document.

Non-Profit Preference Eligibility Policy: NLS/BPH follows the mandate of Public Law 89-522 for the purchase of books, either in raised characters or in sound reproduction recordings, by giving preference to non-profit institutions whose activities are primarily concerned with the blind and print disabled persons where offers submitted by such institutions are determined to be fair and reasonable.

To fulfill the intent of this mandate, the Library will reduce the proposed price of an offer that qualifies for the Non- Profit Preference by 10% to establish that offeror’s total evaluated price. In order to receive this preference, a contractor must be able to perform a substantial portion of the work that is represented by the cost of producing the described items, or by making a significant contribution to the manufacture or production of the end item. Definitions for these criteria are as follows:

• A substantial portion of the work means a minimum of fifty percent (fifty percent or more) of braille transcription or pressing or embossing activities, to be determined by one or more of the following: cost not including cost of materials, labor hours, or titles.

• A significant contribution means either: a) the transcription and proofing, or b) the pressing, collating, binding, packaging, and shipping activities.
