About this opportunity

Naval Facilities Engineering Command is soliciting the lease of five 1000 kW or greater trailer-mounted diesel generators, with proposals due May 28, 2026. This is a Total Small Business set-aside.

Place of performance is Naval Station Norfolk, Norfolk, Virginia, with delivery required to Pier 3 within 24 hours of order placement during regular government working hours (07:00–15:30). The generators must be Tier 4 emissions-compliant, three-phase, 450-volt, ungrounded units capable of delivering 1600 amps total through four-cable configuration (400 amps per cable). The contractor must provide all delivery, maintenance, repairs, parts, and 24-hour emergency support throughout the lease period. Emergency response on-site is required within four hours of notification; after-hours calls require telephonic response within one hour and on-site personnel within three hours. The contractor is responsible for all fluids except fuel and Diesel Exhaust Fluid; the government assumes fueling and Diesel Exhaust Fluid responsibility.

The period of performance is a 12-month base year beginning June 24, 2026, with four 12-month option years. The NAICS code is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing); PSC is W099. This is a firm-fixed-price commercial items procurement using simplified acquisition procedures.

Quoters must be registered in the System for Award Management prior to award and submit electronic quotes in PDF and Excel formats exclusively through the PIEE Solicitation Module. Evaluation is based on Technical Capability (rated Acceptable/Unacceptable), Past Performance (successful performance within the past five years for similar-sized generators), and Price. The government will award to the responsible quoter whose quote represents best value considering price and non-price factors, with price becoming more significant if technical and past performance quotations are substantially equal. FAR Clause 52.222-90 addressing discrimination by federal contractors applies. Monthly invoicing occurs via the Wide Area Workflow system under DoDAAC N40085BSVE, with costs accruing only when equipment is operational and in government possession. Amendment 0005, posted May 21, extended the closing date from May 22 and revised Attachments II and IV.
