About this file
This document is an Amendment to a federal solicitation containing pre-proposal inquiry questions and answers for a generator lease contract.
Solicitation N4008526Q0003 is for the lease of generators at COMSUBRON6, Naval Station Norfolk, Norfolk, Virginia. Amendment 0005 addresses three clarification questions from potential contractors. The primary clarification resolves a discrepancy regarding the recurring generator requirement: the specification is 1000 kW (or greater) for five recurring units, not 1500 kW as inadvertently referenced in earlier amendment titles. Regarding emergency response requirements, the contractor must respond telephonically to after-hours/emergency calls within one hour and have personnel on-site at Naval Station Norfolk within three hours for emergency repairs and troubleshooting. For pricing submission, contractors should reference the revised Attachment IV Generator ELINS V4.1.1 rev4 provided in Amendment 0005, which corrects earlier formatting issues with estimated quantities on non-recurring year tabs that had been listed as zero. These clarifications ensure contractors have accurate specifications and pricing templates for proposal preparation.

SOLICITATION N4008526Q0003
21 May 2026
N4008526Q0003 - LEASE OF GENERATORS COMSUBRON6, NAVAL STATION NORFOLK,
NORFOLK, VIRGINIA.
Amendment 0005: Pre-proposal Inquiries (PPI) Questions & Answers
Question 34: The revised Performance Work Statement (PWS Rev 3, Sec 3.0), Section B (CLIN 0001), and the final Attachment IV ELIN spreadsheet (v4.1.1, Line A001AA) explicitly call out a requirement for 1000 kW (or greater) generators for the five (5) recurring units. However, the official "Questions and Responses" documents integrated via Amendment 0003 and Amendment 0004 explicitly list the project title as "LEASE OF GENERATORS (5) 1500KW" in the header, and Answer #18 explicitly references a "Recurring quantity of five
(5) 1500KW units".
Answer 34: Per Amendment 0004 documents, the recurring requirement is for 1000 KW. The title in
Amendment 0004 was inadvertently left as five (5) 1500KW generators.
Question 35: "Ambiguity in Emergency On-Site Response Window (3 Hours vs. 4 Hours). Given the strict penalties and prorated deductions applied for equipment downtime, please clarify whether the mandatory emergency on-site response timeline is three (3) hours or four (4) hours. Context: There are conflicting operational timelines stated for emergency call-outs within the PWS. Section 6.0 (After Hours/Emergency Calls) mandates that the contractor must respond telephonically within 1 hour and ""be on-site within three (3) hours of the initial call""."
Answer 35: As per Attachment II PWS; After Hours/Emergency Calls: the contractor's Emergency POC shall respond to (answer) all After Hours/Emergency Calls from the Government within one hour, and have the ability to have a person onsite at Naval Station Norfolk within 3 hours for any emergency repairs and/or trouble shooting.
Question 36: On the most recent Attachment IV_ GeneratorELINS-V4_1_1 price sheet, it has estimated quantity for all yearly rentals, on all non-recurring year tabs, at zero, which would then make the extended price zero. We can enter the unit price, but I wasn’t sure the intent was to have the extended price reflected as zero?
Answer 36: See Amendment 0005 for a revised Attachment IV Generator ELINS V4.1.1 rev4.
